Sacramento-San Joaquin Delta National Heritage Area (NHA) Program and Management Plan Development

The Delta Protection Commission, hereafter referred to as the Commission invites you to review and respond to this Request for Proposal (RFP) ¿ Secondary Method. By submitting a proposal, your organization agrees to the terms and conditions stated in this RFP.
The purpose of this project and contract is to: Provide Delta NHA project plans for Delta agencies and other potential agency partners; Facilitate the efficient delivery of the NHA Program and Management Plan by developing processes, resources, and tools that enhance partnerships, transparency, and accountability; and Enable the Commission to complete the NHA Management Plan within three years.
The main tasks will be to: Research and identify best practices for NHA programs and management plans; Develop a vision statement for the NHA Program and assess how current processes can change to match the vision; Analyze workload at four State agencies for the existing Delta Heritage Area Initiative Program; and Prepare project plans for NHA Management Plan components, Economic Sustainability Plan update, National Environmental Policy Act compliance, Internal Standard Operating Procedures for management of state funds, and grant guidelines for spending within the NHA.
The Commission requires a qualified Contractor well versed in project management with a Project Management Institute certification and experience in heritage planning, historical resources, and interpretive planning projects.
The Proposal deadline for receipt, regardless of postmark is due on September 04, 2019 by 03:00PM, Pacific Standard Time.
