The Board of Larimer County Commissioners will only be accepting responses electronically submitted via
the Rocky Mountain E-Purchasing System ("RMEPS") portal, at www.bidnetdirect.com/colorado, up to
2:00 P.M. (MT), on December 22, 2020 at which time they will be recorded.
This RFI is for planning purposes only. This issuance of this RFI does not constitute a commitment to issue a
request for bids/proposals, award a contract, or pay any costs incurred in preparation of a response to this
RFI. No award may be made as a result of this RFI. Any information received in response to this RFI will
assist Larimer County in finalizing the scope of work and requirements which may be used at a future date in
the issuance of a solicitation.
Submitting a response to this RFI is not a guarantee in any way that a vendor will be selected as the Award
Vendor for any subsequent solicitation, nor does it preclude any vendor from responding to future procurement
opportunities.
Larimer County Purchasing requires that all responding suppliers provide pricing information, for
budgetary planning purposes, in response to this RFI.
All information submitted in response to this RFI is public information. The vendor must not include as
part of their response any information which the vendor believes to be a trade secret or other
privileged/confidential data. Statements that the response is confidential will deem your response as
non-responsive and your information provided will be rejected.
QUESTIONS:
All questions regarding this RFI must be emailed to Les Brown, Purchasing Agent, at brownxld@larimer.org.
Questions are due no later than 10:00 a.m. December 14, 2020. All questions received before the question
cut-off date and time will be responded to via Addendum, which will be published at Rocky Mountain e-
Purchasing System (www.bidnetdirect.com/colorado) and at the Larimer County Bids and Proposals web page
(www.larimer.org/bids).
INSTRUCTIONS TO RESPONSES:
Starting March 30, 2020 Larimer County only accepts responses submitted via the Rocky Mountain E-
Purchasing System (RMEPS). Responses submitted by any other means will not be accepted. Vendors
must be registered with RMEPS in advance in order to submit a response; registration is free. Larimer County
strongly recommends vendors register with RMEPS well in advance of the submittal deadline to ensure they
have adequate time to upload and submit their responses. All parts of the submittal should be combined
and submitted as one (1) single .pdf file; submittals comprised of multiple separate files are not
acceptable and your submittal may be rejected.
Vendors will not be compensated for generating, producing, or duplicating any materials associated with this
RFI, and it is the sole responsibility of the Vendor to ensure all documents are submitted through RMEPS by
the submission deadline. Responses will be time-stamped by RMEPS upon receipt; RMEPS does not allow
for uploading or submitting documents after the due date and time has passed, so please allow adequate time
to upload and submit your response prior to the deadline. After uploading your information, vendors must

click the SUBMIT button. Larimer County will not accept uploads that are “saved” but not “submitted”.
To verify that a response has been submitted successfully, vendors may contact RMEPS Support or verify, via
the Proposal Management tab in the vendor’s account, that the documents are not in “Draft” status.
Larimer County does not have access to, or control of, the Vendor side of RMEPS. Please contact RMEPS at
1-800-835-4603 for vendor support.
PURPOSE:
The purpose of this Request for Information (RFI) is to obtain information/interest from firms on the best way to
set-up, manage, and operate a childcare service facility to accommodate approximately 150 children in full-
time care, with at least ¼ if not ⅓ of the spots designated for birth-23 months, plus additional care for before-
and-after school, as a benefit to our employees The location of the facility is not yet know; however, the plan
is for the facility to be in Fort Collins, CO.
Larimer County is seeking information from providers interested in establishing a partnership with Larimer
County to operate an employer sponsored childcare facility in a County owned facility. Larimer County’s
current plan is that we will collect all revenue from employees and pay a flat rate amount to the provider.
Larimer County is requesting information/interest as this type of model is not a typical for providing childcare
services for an employer.
BACKGROUND:
Larimer County seat is located at 200 W. Oak Street, Fort Collins, CO; however, Larimer County has facilities
throughout the County, please see https://www.larimer.org/facilities/county-facilities#/map/FTC for more
information on our facilities. To learn more about Larimer County in general, please visit
http://www.larimer.org. Larimer County employs approximately 1900 benefited employees. Larimer County
employees over 800 employees that work jobs requiring 24/7 or weekend shifts (examples include law
enforcement officers, social caseworkers, and correctional workers).
Larimer County has an active strategic plan [2019-2023], included in the strategic plan is an objective focusing
on childcare capacity in the community. A strategy within the strategic objective is to work with employers to
create childcare opportunities for employee’s children. Larimer County as an employer has established the
following goals for the partnership, aligning with the strategic objective:
1. Increase community capacity for childcare spots by creating employer sponsored childcare.
2. Ensure internship and development opportunities within our partnered childcare center to build the
workforce of childcare workers.
3. Provide a recruitment and retention benefit to our employees.
RESPONSE SUBMITTALS:
Please submit your response addressing, at a minimum, each of the following items in the order as outlined
below. All parts of the submittal should be combined and submitted as one (1) single .pdf file;
submittals comprised of multiple separate files are not acceptable and your submittal may be rejected.
1. Completed Signature Page.
2. Brief history of your firm.
3. Brief description of past experience providing similar services.
4. Company brochure, literature, and website info, if available.
5. Explanation of the reasons for your interest in partnering with Larimer County childcare services.

6. Your recommendation on the best way to set-up, manage, and operate a childcare services facility to
accommodate approximately 150 children in full-time care, with at least ¼ if not ⅓ of the spots designated
for birth-23 months
7. Your best recommendation to provide before and after school, this could include a partnership.
8. Your recommendation on the size (indoor and outdoor spaces, outside play area, kitchen, administrative
area, and restrooms), equipment, security, and location for a facility to service Larimer County Employee’s
children. Separately include any physical recommendations for before and after school.
9. Larimer County employees over 800 employees that work jobs requiring 24/7 or weekend shifts (examples
include law enforcement officers, social caseworkers, and correctional workers), please describe any ideas
or strategies to address opportunities for care for children of these employees.
10. Your recommendation on how to increase the childcare workforce in Northern Colorado, include potential
partnerships with local educational institutions, internships, certification/training programs to be offered, etc.
as part of an employer provided childcare operation.
11. Your best estimated price range and price model (including estimated cost by age group) for providing your
recommendation on the best way to set up, manage, and operate a childcare services facility to
accommodate approximately 150 children in full-time care, with at least ¼ if not ⅓ of the spots designated
for birth-23 months Considerations for the estimate include, Larimer County will be fully responsible for the
facility, equipment, and for collection of revenue.

12. Your recommendation on best way to establish a partnership with Larimer County to operate an employer
sponsored childcare facility in a County owned facility. Larimer County plans to collect all revenue from
