Sealed bids will be accepted by the City of Middletown for Bid # 2020-002 Middletown Community Boathouse Remediation and will be received until Monday, February 10, 2020, 11:00 am. Bid Proposals shall be addressed to the Supervisor of Purchases, City of Middletown, Room 112, Municipal Building, Middletown, Connecticut. Late bids will not be accepted

In general, the work consists of excavation and off-site disposal of approximately 2050 tons of historic fill and petroleum-impacted soil, placement of clean backfill and installation of pavement to render soils inaccessible in accordance with the Connecticut Remediation Standard Regulations (RSRs). Proposed restoration activities include removal of concrete along the riverbank, installation of revetment stones, paving select areas, re-seeding of grassed areas, relocation of Columbus statue and seating area as well as installation of sidewalks and lighting.

A bid bond in the amount of five percent (5%) of the total bid amount shall be required with all bids submitted. Performance and Labor and Materials Payment Bond(s) in the amount of 100% of the contract sum shall be required from the selected bidder following award. A Maintenance Bond in the amount of ten percent (10%) of the contract sum shall be required after completion of work and prior to final payment.

All prospective bidders are invited to attend a mandatory pre-bid conference. The conference is to be held on Thursday, January 16, 2020 at 10:00 am at the site, 36 Harbor Drive, Middletown CT. Bidders are required to attend this meeting in person or by representative. The Contractor and any Subcontractor performing work with a subcontract value in excess of $500,000 shall each hold a current DAS Contractor Prequalification Certificate from the State of Connecticut Department of Administrative Services in accordance with C.G.S. Section 4a-100. Bidders shall submit in their bid the DAS Prequalification Certificate and a current DAS Update (Bid) Statement. Bids submitted without the DAS Prequalification Certificate and DAS Update (Bid) Statement shall be disqualified.

Plans and Specifications may be obtained at the Office of the Purchasing Agent, Room 112, Municipal Building, Monday through Friday, between the hours of 8:30 a.m. to 4:30 p.m. beginning on Friday, January 10, 2020. Please feel free to call the Purchasing Department (860) 638-4895 ahead to confirm availability of plans and specifications. Documents, either hard copy or CD will be issued to interested bidders upon receipt of a $200.00 refundable deposit. Deposits shall be made payable to the City of Middletown, by cash, certified check or company/business check. Personal checks will not be accepted. The deposit will be refunded to whoever returns the plans and specifications in good condition within two (2) weeks from the opening of bids.

Bids will be publicly opened and read aloud in the City of Middletown, Council Chambers, located in the Municipal Building, 245 DeKoven Drive, Middletown, Connecticut. All bids shall be submitted in duplicate on the designated forms using the Bid Return Label provided as designated in the Information for Bidders.

The City of Middletown reserves the right to waive any defect or any irregularity in any bid and reserves the right to reject any or all bids or any part thereof. Bids and amendments to bids received after the time set for the bid opening will not be considered. All bids must be completely filled out when submitted. No bid may be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the written consent of the City of Middletown. Withdrawal of any bid must be submitted in writing to the City of Middletown.
