New Castle County is seeking unpriced proposals for Construction Management- Agency
services including programming, design, and construction administration services for a new
library in New Castle County. This library will replace the existing Newark Library upon
demolition and is currently planned to be constructed on a portion of Tax Parcel Numbers 18-
021.00-174, 18-021.00-175, and 18-021.00-176 located at 750 Library Avenue, Newark,
Delaware 19711.
Interested parties are asked to submit an unpriced proposal to New Castle County Purchasing
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals must be received by 2:OO p.m., Wednesday,
February 1, 2023, and must include Bid #: 23P-003R with one (1) signed original printed and
two (2) hard copies and an electronic copy on a USB Flash Drive within a sealed envelope.

Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the

SUMMARY OF PURCHASING REQUEST
BACKGROUND
New Castle County proposes to build a two-story 40,000 square foot library in New Castle
County, Delaware, with the ability to expand to 45,000 square feet. This library will replace the
existing Newark Library upon its demolition and is currently planned to be constructed on a
portion of Tax Parcel Numbers 18-021.00-175, 18-021.00-176, and 18-021.00-177, located at
750 Library Avenue, Newark, Delaware 19711.
The current site is:
1. Approximately 2.94 acres dedicated to the library, parking, and SWM facilities
2. Highly visible
3. Easily accessible via multiple points of access by pedestrians, cyclists, personal
vehicles, and mass transit
4. In close proximity to schools, parks/recreational areas, and residential areas
5. Well-located with respect to utility infrastructure
6. A level site with little topographical variation
7. A feasibility study has been conducted by Duffield Associates (Verdantas) titled
“Newark Free Library Feasibility Study dated June 2022, and revised September 2022
and will be posted with this Bid on the NCC Bid website. Please download for future
use.
Funding for the library is a combination of County, State, and private funds. State funds have
been appropriated under the auspices of the Library Construction and Assistance Act. County
funding has been authorized in the NCC Capital Program and Budget. A Memorandum of
Agreement will be developed with the Friends of the Newark Library to seek additional funding
from foundations, local businesses, and community members.
SCOPE / OBJECTIVE
New Castle County is requesting proposals from firms who can adequately demonstrate they
have the resources, experience, and qualifications to provide Construction Management-
Agency (CMa) services for the Newark Library Project. To get a sense of future expectations if
you are chosen, the overall project will be executed in four phases as described in more detail

on a separate Scope of Services document which outlines detailed responsibilities of the CMa.
The first three phases (Programming, Design, and Bidding) take the project through completion
of design and bidding and are scheduled to be completed by September 1, 2024. Services for all
four phases include performance of Construction Management services from conceptual design
to completion of construction close-out. The tentative completion deadline for move-in for the
library is June 1, 2026.
The CMa will work in close conjunction with the respective Architects/Engineers and NCC to
manage the construction-related aspects of the project, as well as the NCC Purchasing
Department and community groups to facilitate increasing community and minority
involvement during construction. Key involvement shall include participation with
Programming, Schematic Design, Design Development, Construction Documents, Bidding, and
the Construction Administration phases of the project.
The CMa will develop a Diversity Plan including job fairs, advertisement, bidding approach, etc.
to increase MBE, DBE, and WBE involvement on the project. We would like to hear what your
plans are for a Diversity Plan, and we will ask for a more in-depth overview during the
Interview/Presentation process.
NCC expects the CMa to join together with the project team to create a smoothly run project
that will serve the public for many years. All parties involved will be held accountable for
quality and timeliness. Open communications and commitment to a team approach are
essential. The CMa will be held responsible for assuring that the construction documents are
adhered to and that accurate project progress records are maintained. It is essential the CMa
develop bid documents that integrate NCC Purchasing standards to accomplish workforce
diversity goals.
REQUIREMENTS FOR PROPOSAL SUBMISSION
Please provide NCC with a concise presentation of your firm’s qualifications, which includes the
following information and any other specific material which you deem important in considering
your firm as the Construction Manager for the Newark Library Project.
Please focus on the specific information requested. Inclusion of excessive or unrelated “boiler
plate” will adversely affect the consideration of your firm’s qualification.

provided in your interview/presentation letter. Please note: all team members must be present
for the interview/presentation.
To aid in the comparative evaluation of proposals, please provide the following:
Proposals shall be concise and focused. Proposals shall be no more than 50 pages in length
excluding Procurement forms (Signature Page and Affidavit).
1. Name, address, phone, and fax numbers of the firm.
2. Type of organization (individual, partnership, corporation, or other).
3. Size of staff with breakdown by specialty.
4. Describe general nature of the work in which this firm is engaged, with the proportion
developed in the public sector. Specifically, note experience with public design and
construction, land planning, construction administration and experience with projects in
New Castle County and/or City of Newark, Delaware.
5. Identify the proposed project team, including the Project Administrator, Project
Manager, and Field Superintendent, as well as other major participants. Identify the
organization of the team and the major responsibilities of each team member.
6. Professional resumes of the individuals who will comprise your team. (It is required if
the firm is selected for the final interviews, that these individuals be the representatives
making the presentation.)
7. References/completed projects of the proposed design team. Please identify and
designate at least three (3) completed public projects, and three (3) projects involving
land planning and development which the team members have done individually or
collectively within the past ten years which best represent the present skills of the
project team members. For each reference project include:
