INSTRUCTIONS TO BIDDERS/PROPOSERS
Qualified firms are invited to submit a sealed bid/proposal to the FIRE STATION KITCHEN
REMODEL/RENOVATION BID NO.: FD2020-01, by replying to the enclosed specification. In order for the
bid/proposal to be considered, you must fill in completely all items in this specification.
All bids/proposals must include one (1) original and three (3) copies and be addressed to:

Bids/Proposals must be received at the address listed above no later than 3:00 p.m. on Friday, February 14, 2020. Late
bids/proposals will not be accepted, regardless of the reason.
Proposal envelopes must be sealed and marked with the RFP number, due date, and name of bidder/proposer so as to
identify the enclosed submittal. If more than one package is submitted, please mark “1 of 2”, “2 of 2”, etc.
INTERPRETATION OF SPECIFICATION
All questions pertaining to the terms and conditions of the scope of work of this bid/proposal must be submitted in
writing via physical mail or email to the City Clerk as shown below:

No oral interpretations will be made to any firm as to the meaning of specifications or any other contract documents. In
accordance with Florida Statutes 287.057(23), “Respondents to this solicitation or persons acting on their behalf may not
contact, between the release of the solicitation and the end of the 72-hour period following the agency posting the notice
of intended award, excluding Saturdays, Sundays, and state holidays, any employee or officer of the executive or
legislative branch concerning any aspect of this solicitation, except in writing to the procurement officer or as provided in
the solicitation documents. Violation of this provision may be grounds for rejecting a response.”
Questions must be submitted in writing, by mail or email, to the City Clerk at the above physical or email address. All
questions must be received at least ten (10) calendar days prior to the scheduled opening of bids/proposals. The
questions for this bid must be submitted no later than 5:00 p.m. on January 31, 2020. Any interpretation of the
bid/proposal terms, conditions, and/or specification, if made, will be only by Addendum issued by the City Clerk. A copy
of such Addendum will be posted to the City’s website at www.cityofbrooksville.us and on DemandStar. IT IS THE
RESPONSIBILITY OF THE BIDDER/PROPOSER TO CHECK THE CITY’S WEBSITE FOR ANY
ADDENDUM PRIOR TO SUBMITTING A BID/PROPOSAL. No verbal instructions or interpretations of drawings
and specifications will be made other than indicated above.
The City reserves the right to reject any or all proposals, to waive informalities in the bids/proposals and to re-advertise
for bids/proposals. The City also reserves the right to separately accept or reject any item or items of a bid/proposal and
to award and/or negotiate a contract in the best interest of the City.

* Note: The GENERAL INSTRUCTIONS AND CONDITIONS (attached hereto) apply, except as set forth
below, for this Bid.
A. Description: ( ) See Attached (X) As Follows
This bid is for the procurement of a kitchen renovation to include all costs associated with the provision of
the re-modeling and construction services for this designated project. The project is located at 85 Veteran
Avenue in Brooksville, Florida, 34601. This project will include all costs associated with the labor and
demolition of the current kitchen area, re-model and construction of a new kitchen as specified, all
materials, material delivery, equipment, tools, transportation and any associated labor services. This will
include the complete removal and disposal of construction debris and installation of new kitchen elements
in the fire station, as specified. This includes complete removal and disposal of all existing cabinetry,
counter tops, sinks, backsplash, baseboard and flooring surfaces, and all construction debris associated
with the renovation/re-model, to include any appliances that are considered discarded by the City. The
installation of hard wood cabinets with associated hardware to include self closing drawer mechanisms,
soffit between the ceiling and top of the upper cabinets, quartz countertop surfacing with molded
backsplash, beveled edging and rounded corners, ceramic tile backsplash between the counter molded
backsplash and the underside of the upper cabinets, three pantry doors and hardware, a new commercial
grade under mounted stainless steel sink, garbage disposal and faucet, a commercial stainless steel
dishwasher, commercial stainless steel 6 burner gas stove, three stainless steel refrigerators, any necessary
plumbing and/or electrical hookups, new primer and paint, ceramic tile flooring, replacement of all
baseboard, kick splash and trim for the entire kitchen area, Color samples for all materials will be provided
by the contractor and the City will authorize all material color selections during a pre-construction
meeting. The General contractor must have a current State of Florida License, provide all necessary,
required permits and provide proof of insurance. The contractor is responsible for permitting and any fees
associated with this project. The scope of work is not to exceed 40,000.00 and the City will not proceed
with any bid selection beyond the established 40,000.
