Bids for the construction of the Project will be received at the City of Panama City Purchasing Office
located at 501 Harrison Ave, Panama City, FL 32401, Room 10, until Wednesday, October 19th, 2022, at
2:00 P.M. CST. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
This project consists of the replacement and rehabilitation of water and wastewater lines,
pavement, curb, sidewalks, and lift station improvements. The limits of the project are Hollis Ave.
from S Bonita Ave. to Bunkers Cove Rd., Bayou Ct., Bunkers Cove Rd. from Hollis Ave to S Bonita
Ave., Texas Ave., Texas St., and Rose Ct. This project is funded by FDEP-SRF, which has an American
Iron and Steel requirement.

Prospective Bidders must register with the contact person listed above, and may obtain digital copies
of the Bidding Documents from the Issuing Office as described below.

. Upon receipt of email requesting bid documents and registering with
Panhandle Engineering, Inc. as a bidder, vendor, or subcontractor. Only registered bidders shall submit
a bid on this project. A digital file containing the Bidding Documents will be provided to the requestor.
Partial sets of Bidding Documents will not be available from the Issuing Office. The City will not be
responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from
sources other than the Issuing Office. Addenda, if any, will be provided electronically to plan holders
and a return receipt will be requested to verify receipt.
Envelope containing bids must be sealed must be sealed and marked “Bid # PC22-044 for SRF Area U
Phase 1 for the City of Panama City”.
Any bids received after the stipulated time of bid opening will not be accepted and will be returned
unopened.
All bids must be submitted on the Bid Form as furnished in this Specification. The bids must be
accompanied by all required forms and by a Bid Bond, in the amount of five percent (5%) of the Base
Bid as a guarantee that the bidder will enter into an agreement with the Owner if bid is accepted.
All bidders must submit the Qualification Statement package with their bid.
Attention of bidders is called to the licensing law of Florida. All bidders must comply with all applicable
State and local laws concerning licensing, registration, and regulation of contractors doing business in
the State of Florida. Further, contractors shall obtain all such occupational licenses and permits as shall
be prescribed by law.
The successful bidder will be required to submit a list of any of its subcontractors for approval before
award of contract. The prime contractor shall have FDOT Certifications as described in the bid
requirements.
The person or affiliate who has been placed on the convicted vendor list following a conviction for a
public entity crime may not submit a bid for a contract to provide any goods or services to a public
entity, may not submit a bid for a contract to a public entity for the construction or repair of a public
building or public work, may not submit bids for leases of real property to a public entity, may not be
awarded a contract or perform work as a contractor, supplier, subcontractor, or consultant under a
contract with any public entity, and may not transact business with any public entity in excess of the
threshold amount provided in Section 287.017, for Category Two for a period of 36 months from the
date of being placed on the convicted vendor list.
Contractor must ensure employees and applicants for employment are not discriminated against
because of their race, color, religion, sex or national origin.
There will be no local preference considered for this project, as it is partially funded by the State of
Florida. There will not be a pre-bid meeting for this project.
The City of Panama City reserves the right to reject any one or all bids, or any part of any bid, to waive
any informalities in any bid, and to award a contract deemed to be in the best interest of the City. Bids
may be held by the City for a period not to exceed sixty (60) days from the date of the bid opening for
the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the
contract.
All bids are to be logged in at the Purchasing Office.
