RFP PC23-004 Parking Management Services

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”) is requesting proposals from responsible and responsive firms to provide a turnkey operation that includes design, implementation, and management of an on-street and off-street parking management services in the Panama City downtown, St. Andrews business center, boat ramps, and outlying areas. Proposers must demonstrate the requisite knowledge, experience, technical expertise, organizational and financial capability to perform the services requested under this RFP.

Proposals will be accepted at the City’s Purchasing Division, 501 Harrison Avenue, Suite 238, Panama City, Florida 32401, until 2:00 p.m., CT, on Wednesday, January 25, 2023, at which time they will be opened and recorded aloud in City Hall, 501 Harrison Avenue, Lower Level, Room 10, Panama City, Florida 32401. Specifications may be obtained at the Purchasing Division or the City’s website www.panamacity.gov/bids.aspx , or the City’s Bonfire Portal panamacity.bonfirehub.com/portal/?tab=openOpportunities .

Proposals may be submitted in person or by U.S. Mail or courier service at the City’s Purchasing Division, 501 Harrison Avenue, Suite 238, Panama City, Florida 23401. Sealed proposal packages must be plainly marked, “RFP PC23-004 ~ PARKING MANAGEMENT SERVICES ~ January 25, 2023” along with the firm’s name and address and include one (1) clearly marked, manually signed original proposal, and one (1) electronic copy (preferably PDF format). Please review all documents pertaining to this request before submitting requested information.

The City’s preference is that bids are digitally submitted through the City’s Bonfire Portal but will continue to accept paper bids. Bids may be submitted through the following Bonfire Portal link:

A non-mandatory Pre-Bid meeting is scheduled for Friday, January 6, 2023, at 2:00 p.m. CT at City Hall, 501 Harrison Avenue, Room 10, Lower Level, Panama City, Florida 32401.

The City of Panama City reserves the right to reject any one or all proposals, or any part of any proposal, to waive any informality in any proposal, and to award a contract deemed to be in the best interest of the City.
