The City of Panama City, Florida (the “City”), through the City’s Purchasing Division seeks Qualifications from experienced and qualified architects and/or engineers to provide Professional Services for the Beach Drive Multi-Use Sidewalk Project. This project consists of a new 12 ft wide concrete multi-use sidewalk to be constructed on West Beach Drive from Frankford Avenue to 6th Street in downtown Panama City (the “Project”). The scope of the project will include the design of a scenic waterfront sidewalk along W. Beach Drive that increases connectivity and promotes walkability between Downtown Panama City and historic St. Andrews. The proposed 12-foot-wide sidewalk on the southside (water side) of W. Beach Drive may include low profile lighting, benches, bike racks, water fountains, a parking area and emergency call boxes for pedestrians and bicyclists using the multi-use sidewalk. In addition, this project will likely need to implement a “road diet” representing a reduction in the current design lane width of W Beach Drive from 13 ½ feet (27 feet total) to a smaller width to accommodate the construction of the muti-use sidewalk. This will require the relocation of curb and drainage structures in certain areas to facilitate the final design. Two bridge structures for the multi-use sidewalk will be required as part of the scope, one over the outfall of Lake Caroline (at Asbell Park) and one over the inlet to Johnson Bayou just to the west of Florida Ave.

This Project is partially funded with a specific appropriation from the Florida Department of Transportation as a Local Transportation Project. To comply with the requirements of this appropriation, design and construction must be administered in accordance with the latest version of the Florida manual of uniform minimum standards for design construction and maintenance for streets and highways. This is commonly referred to as the Florida Greenbook. The City received the "Notice to Proceed" from FDOT in March of 2023. The next step in the project is to begin receiving qualification packets from engineers interested in designing the multi-use sidewalk and creating the documents necessary to bid on the project for construction.

The City has a 75-foot platted right-of-way along W. Beach Drive from Frankford Avenue to Balboa Avenue and a 50-foot right-of-way from Balboa Avenue to Florida Avenue. Within this platted right-of-way, the State has filed a Maintenance Claim that is 45 to 47-feet. The City will request the selected engineering team to present two concept drawings. The first will utilize the platted right-of-way as described above. The second will contain the design to within the more restrictive State Maintenance Claim area. The City will select one concept drawing to move forward into final design drawings to be bid out for construction.

The Project as is more fully described in Section 2, “RFQ Scope of Services” for the RFQ documents. This RFQ is issued pursuant to Section 287.055 of the Florida Statutes, the “Consultants Competitive Negotiation Act” (“CCNA”). All references to Florida Statutes, City of Panama City and Panama City Codes, and other laws/regulations will be interpreted to include “as amended from time to time.”

Completed Qualifications must be submitted to the Purchasing Division, City Hall, 501Harrison Avenue, Room 10, Panama City, Florida 32401, by 2:00 PM, CT on Friday, June 2, 2023, (“Qualification Submission Due Date") via online through the following link:

It is the sole responsibility of Proposers to ensure the receipt of all addenda. Therefore, it is recommended that firms periodically check the Panama City webpage for updates through the issuance of addenda.

The Purchasing Division has scheduled a Voluntary Pre-Qualification Conference, on Wednesday, May 17, 2023, at 2:00 PM CT, at 501 Harrison Avenue, Lower Level, Room 10, Panama City, FL 32401. Attendance is strongly encouraged, but not required. Use of personal protective equipment (such as masks) by those in attendance is recommended but not mandatory. At the discretion of the City, attendance may be offered via Video Conference.

Panama City reserves the right to accept any Qualifications deemed to be in the best interest of the City, to waive any minor irregularities, scrivener’s errors, minor omissions, minor deviations, and/or technicalities in any Qualifications, or to reject any or all Qualifications and to re-advertise for new Qualifications, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this RFQ. The responsibility for submitting a Qualification before the stated time and date is solely and strictly that of the Proposer. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Qualifications, no matter the cause.

PROPOSERS ARE ADVISED THAT QUALIFICATIONS SUBMITTED WITH IRREGULARITIES, DEFICIENCIES, AND/OR TECHNICALITIES THAT DEVIATE FROM THE MINIMUM QUALIFICATIONS, EXPERIENCE, AND SUBMISSION REQUIREMENTS O F A REQUEST FOR QUALIFICATIONS (“RFQ”), REQUEST FOR QUALIFICATIONS (“RFP”), INVITATION TO BID (“ITB”), INVITATION FOR BIDS (“IFB”), INVITATION TO QUOTE (“ITQ”), REQUESTS FOR LETTERS OF INTEREST (“RFLI”), AND REQUEST FOR SPONSORSHIPS (“RFS”) SHALL RESULT IN A NON-RESPONSIVE DETERMINATION. ONLY MINOR IRREGULARITIES, DEFICIENCIES, AND TECHNICALITIES M AY BE ALLOWED TO BE TIMELY CURED BY PROPOSERS AT THE SOLE DISCRETION OF THE CITY. MATERIAL IRREGULARITIES, DEFICIENCIES, AND TECHNICALITIES CANNOT BE CURED BY THE PROPOSER, AND ARE NOT WAIVABLE BY THE CITY.

PROPOSERS ARE ADVISED THAT ALL A GREEMENTS NEGOTIATED WITH SUCCESSFUL PROPOSERS FOR PROJECTS SHALL BE TIME AND MATERIALS TYPE AGREEMENTS/CONTRACTS WITH A NOT TO EXCEED CEILING. IN NO EVENT SHALL A COST PLUS CONTRACT BE AWARDED.
