Notice is hereby given that the Union County Workforce Development Board will receive proposals no later than Friday, June 23, 2023, 11:00AM EST, addressed to Attn: Kraig M. Dowd, Esq., Weber Dowd Law, LLC, 365 Rifle Camp Road, Second Floor, Woodland Park, New Jersey 07424, as Special Counsel to the Union County Workforce Development Board, for the provision of:

(1) One Stop Operator (American job Center Operator) of Comprehensive One Stop Career Center, (2) Comprehensive One Stop Career Center provider for Adult and Dislocated Worker Services, and/or (3) Comprehensive One Stop Career Center provider for Youth Services

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

the Union County Workforce Development Board, in accordance with Section 107 of the Workforce Innovation and Opportunity Act of 2014, is charged with developing effective strategies to train individuals for in-demand occupations. This Request for Proposals is soliciting proposals to procure service provider(s) of (1) One Stop Operator (American Job Center Operator) of Comprehensive One Stop Career Center, (2) Comprehensive One Stop Career Center Provider for Adult and Dislocated Worker Services, and/or (3) Comprehensive One Stop Career Center Provider for Youth Services under the provisions of the Workforce Innovation and Opportunity Act. The Union County Workforce Development Board is seeking interested and qualified entities able to provide innovative, high-quality services to adult, dislocated workers, and youth. Services provided under this Request for Proposals are targeted to preserve and to create jobs, prepare workers for employment, and to assist employers with their training needs to support economic expansion.

Funding allocations governed by this public notice will be included in the Request for Proposals. Successful Proposers must demonstrate current or future service delivery capabilities to serve adults and/or youths in Union County effectively.

The Request for Proposals may be obtained online as of Wednesday, May 24, 2023, at http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current/ .

All questions regarding the Request for Proposals must be made in writing via email directed to Kraig M. Dowd at kraig@weberdowdlaw.com . Written questions will be accepted through 4:00 pm, EST Tuesday, May 30, 2023. Questions submitted after this date and time may not be responded to by the Union County Workforce Development Board. Questions will be responded to no later than 4:00PM EST on Friday, June 2, 2023.

All information requested in the Request for Proposals must be provided or the proposal shall be disqualified. Proposals must follow the format outlined in the Request for Proposals. No alteration of the Request for Proposals format or an additional cover page is permitted. Proposals must be sealed and labeled “(1) One Stop Operator (American Job Center Operator) of Comprehensive One Stop Career Center, (2) Comprehensive One Stop Career Center Provider for Adult and Dislocated Worker Services, and/or (3) Comprehensive One Stop Career Center Provider for Youth Services”. Proposals must be made in the form required by the Request for Proposals specifications and one (1) original, and 1 (one) PDF electronic copy on a Thumb Drive must be received by must be received via postal mail, hand delivery or commercial carrier no later than Friday, June 23, 2023, 11:00AM EST. Proposals may be submitted prior to the deadline. The Union County Workforce Development Board will not be responsible for late delivery by the U.S. Mail or any other carrier No late proposals will be accepted. Proposals submitted by fax or e-mail will not be accepted.

The Workforce Development Board reserves the right to reject all proposals, to waive any informality in the Request for Proposals process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of the Union County Workforce Development Board.

Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
