Request for Proposals for CM/GC Services for New City Hall Tenant Improvements
Summary

REQUEST FOR PROPOSALS

FOR

CONSTRUCTION MANAGER/GENERAL CONTRACTOR SERVICES FOR NEW CITY HALL TENANT IMPROVEMENTS

The City of Milwaukie (“City”) is seeking the services of a qualified construction manager / general contractor (“CM/GC”) with demonstrated experience in the creative re-purposing of spaces and materials (i.e., the tenant improvements) that are specific to civic and government offices, public-facing front counter operations, council and municipal court chambers, and publicly accessible community spaces. The City is seeking a contractor to serve during the final stages of design (including alternate pricing and selection) and throughout construction of the tenant improvements to Milwaukie’s New City Hall (“Project”). Specifically, the CM/GC will provide consulting services on alternate selection, subcontractor bidding, and management oversight during construction of the tenant improvements. The CM/GC will work with the City’s contracted design firm and the low voltage contractor during pre-construction and construction to ensure best value within the City’s time and budget constraints.

The City’s expectation of any contractor the City contracts with is that the contractor’s values align with the City’s values of highly ethical conduct, fiscal responsibility, respect for the City and others, and responsiveness to the City’s customers.

The City is committed to ensuring equity and fairness in its contracting and purchasing process and increasing opportunities for minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses enterprises. Furthermore, the City strongly encourages its contractors to utilize these businesses when providing services and materials for city contracts and projects.

The Request for Proposals (RFP) documents may be obtained through the City’s Bid Management System at https://bids.milwaukieoregon.gov/ . Interested proposers will need to create a free login account to view the solicitation documents. The Bid Management System will be used to notify proposers of any addenda throughout the proposal process.
