Summary

The City of Milwaukie (City) invites proposals from prospective developers for the creation of housing affordable to low and moderate-income households. Resources offered through this Request for Proposals (RFP) originate from the city’s Construction Excise Tax (CET). The purpose of this solicitation is to offer public funding that will help develop innovative income-restricted housing in Milwaukie with significant originality or benefit through the project design, financing, or management structure.

Proposals must be received by the deadline and contain all required components to be eligible for review. Proposals received after the deadline will not be considered. There will be no formal opening of proposals and projects must be located within the city limits of Milwaukie. This RFP is an open, competitive process to award available public resources based upon satisfaction of the described criteria. Submission of a proposal does not guarantee selection or funding.

ANTICIPATED RESOURCES

The City does not have the entire allotment of funding readily available at the time of the RFP issuance, but it is fully expected. The Community Development Department was initially approved to use a portion of funding from the CET for this RFP but requires additional authorization to increase the amount through a budget supplemental process, which is expected to occur in November 2022. The City reserves the right to terminate this program at any time, including any selected or awarded proposals, if funding authorization is not granted or it is deemed to be in the City’s best interest.

The amount of anticipated CET funds:

Residential Housing: Proposals supporting Income Restricted Housing at or below 80% Area Median Income: $1,400,000

Workforce Housing: Proposals supporting Income Restricted Housing at or below 120% AMI: $600,000

Total funds available: $2,000,000*

*If your proposal incorporates income restricted housing that is entirely below 80% AMI, then you are eligible to apply for each, or all, of the funding that’s available. Conversely, if your project does not incorporate an affordability level below 80% AMI, then you can only apply for the funding available for at or below 120% AMI.
