REQUEST FOR PROPOSALS

OF APPRAISAL SERVICES

The Washington County Agricultural Land Preservation Board (WCALPB) is requesting the services of an independent state certified general real estate appraiser to determine the conservation easement value for properties submitted for agricultural conservation easements.

Responses must contain a list of qualifications, background experience, a copy of the state issued license and the proposed cost of appraisal report cost per farm. The appraiser shall be a member or candidate member of an organization that subscribes to the most recent edition of the Uniform Standards of Professional Appraisal Practice, published by the Appraisal Standards Board of The Appraisal Foundation, and shall follow such ethical and professional standards.

The appraisal of the market value and farmland value shall be based on an analysis of comparable sales and shall be conducted in accordance with standards in the most recent edition of the Uniform Standards of Professional Appraisal Practice (USPAP), published by the Appraisal Standards Board of The Appraisal Foundation. All appraisals shall in accordance with the provisions of PA Act 43 of 1981 (as amended), the Pennsylvania Agricultural Security Law at 7 Pa. Code Chapter 138e.64 and the Guidelines for the Purchase of Agricultural Conservation Easements adopted by the WCALPB. Chosen appraisers will be required to enter into a contractual agreement with the Washington County Agricultural Land Preservation Board.
