GENERAL TERMS AND CONDITIONS
1. SCOPE OF WORK: The City of Fairfax, Virginia (“City”) is requesting proposals from qualified
contractors for professional security services at a variety of City locations. The successful
contractor (“Contractor”) will be required to provide appropriately trained professional unarmed
security officers, as well as, requisite equipment to perform security services of the highest
quality. As defined by the Virginia Department of Criminal Justice Services, and unarmed security
officer is a person who performs the function of observation, detection, reporting, or notification
of appropriate authorities or designated agents regarding persons or property on the premises
he is contracted to protect, and who does not carry or have access to a firearm in the performance
of his duties.
The City seeks unarmed security services to cover private event rentals at the Stacy
Sherwood Performance Center, Old Town Hall, Blenheim Center, and Green Acres
facilities. These facilities host approximately 150 events per year that require security
services. Security services are primarily requested for Friday and Saturday nights. Event
rentals will run no less than 3 hours.
In addition, we also request unarmed security services for City sponsored events. These
services will require multiple individuals to provide event security, complete bag checks,
or run entry points. These dates would be set do less than 90 days in advance.
Fairfax City reserves the right to request additional services related to the scope of this contract.
Those services may be added during the term of the contract by mutual agreement of both parties
by issued a contract amendment.
2. BACKGROUND:
Security services are currently provided by City Police, providing a level of security that exceeds
the requirements for Parks & Recreation hosted events. In order to align the security protocols
with the nature of the events, the city seeks to move to a private security contract.
For facility rentals with attendance over 150 persons, or serving alcohol it is city policy to require
a security presence for at least the last three hours of the event. The city also sponsors over 20
events yearly. Many events require event security, bag checks, or gate security.
3. OBJECTIVES:
The goal of this contract is to establish a contract with a firm offering a high level and quality
security at events and rentals. Unarmed security personnel must pass a background check and
should be provided a uniform by the contractor that immediately identifies them as security
personnel. For event rentals requiring only one officer, the security contractor should provide a
vehicle. Security personnel will use this vehicle as their station during rentals.
Facility rentals requiring one security officer will be scheduled no less than 3 weeks in advance.
The contractor will coordinate with the Fairfax City Parks and Recreation Operations Manager to
identify and schedule event rentals.

Larger city events requiring multiple security officers will be scheduled no less than 90 days in
advance. The contractor will coordinate with the Fairfax City Parks and Recreation Special Events
Manager to identify and schedule these events.
4. CONTRACT TERM / COMPLETION TIME: The term of the contract shall be from date of award to
June 30, 2026. This contract may be renewed by the City upon written agreement of both parties
for two (2) one-year periods, under the terms of the current contract, and at a reasonable time
(approximately 90 days) prior to the expiration.
The City wishes to transition to private event security in May of 2023. A schedule of currently
scheduled rentals is available upon request.
5. SUBMITTAL INSTRUCTIONS:
It is the offeror’s responsibility to clearly identify and describe the services being offered in
response to this solicitation. The response should be presented in an organized, comprehensive,
and easy to follow manner.
Sealed Proposals shall be received and time stamped online through the eVA website, no later than
date at time, (Proposal Closing”). Offerors are responsible for ensuring its submission prior to
Proposal Closing. The time a Proposal is received shall be determined by the time stamp on the
Proposal receipt by the time clock on the eVA Sourcing and Contracting website. The City of Fairfax
is not responsible for any technical difficulties which may result in the Offerors response not
uploading in time, or any responses that are not properly uploaded. The City will not receive any
proposals in person. Paper submissions will not be accepted. Any paper submissions received will
be not be considered and will be returned, unopened, to the offeror. Bids received after the Closing
date/time shall not be considered.
Proposals should be as thorough and detailed as possible so that the City may evaluate the Offeror’s
capabilities to provide the required services. Offerors are required to submit the following items as a

7. AWARD:
This informal request for proposal is being conducted as competitive negotiations. Based on the
results of the preliminary evaluation, the highest rated offeror(s) may be invited to make oral
presentations to the evaluation committee. Offerors are advised that in the event of an adequate
number of proposals, which in the opinion of the Purchasing Agent require no clarifications or
supplemental information, such proposals may be evaluated without further discussion.
