10 BID OPENING for Single Trade - Electrical Bidders: 2:00 P.M., February 2, 2021
12 OWNER: State of Wisconsin, Department of Administration, Division of Facilities Development and
13 Management, hereinafter termed DFDM.
15 NOTICE: Effective January 1, 2014, all potential bidders must be certified by DOA prior to submitting
16 bids on state construction projects over $50,000. All bids received from contractors who are not certified
17 will be rejected. Contractor certification applications and instructions for completing the form may be
18 obtained from the DOA Website DFDM Contractor Certification page:

22 Only bidders who have been certified by DOA as a qualified and responsible bidder in the Electrical
23 division of work may bid on this project.
25 This project is being let using a new single trade bidding and contracting process. When 85% or more
26 of the construction cost of a project could be completed by a Single Trade Contractor (mechanical,
27 electrical, plumbing, or fire protection), the Department may bid and contract all work of that
28 construction project directly to a Single Trade Contractor. The State will enter into a single contract
29 with the lowest, qualified, responsible, certified single trade MEP contractor. Single trade MEP
30 contractors may bid on single trade projects up to their current division of work certification level for
31 that trade. All Work for this project will be awarded to a single trade Electrical contractor. Bidders
32 shall submit a Single Base Bid for all Work.
34 Sealed bids will be received at the State of Wisconsin Administration Building, 7th Floor, 101 East Wilson
35 Street, Madison, Wisconsin 53703, before the time indicated above.. The bidder is responsible for the sealed
36 bid being delivered to the indicated location for receipt stamping before the time specified for the bid opening.
37 Third party delivery is entirely at the bidder's risk.
39 In general the work consists of the removal and replacement of the aged single connected multimode
40 and single-mode fiber optic cable that is limiting present IT services and communication speeds.
41 New high capacity, high speed (100-Gigabit Ethernet) OS2-type singlemode fiber optic cabling will
42 be installed campus-wide, largely through existing pathways. This project will replace cabling
43 between core buildings acting as central networking nodes (Enders Hall, Engineering and
44 Ma thematical Sciences, Golda Meir Libra ry, and Northwest Quadrant) to create a fully meshed
45 base configuration and then install cabling to each building from the closest core building by
46 campus quadrant.

1 Base Bids will be received as follows: A single lump sum bid for All Work.
3 Bidders shall identify the division of work being bid when requesting Bidding Documents online.
5 No deposit is required to obtain documents for bidding purposes.
7 Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted.
9 Contract offer, and construction phase records will be processed electronically on the WisBuild™ DFDM
10 Information System.
12 The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin’s prevailing
13 wage laws. Effective September 23, 2017, state prevailing wage requirements on state building
14 projects no longer apply. These changes take effect for projects advertised for bid after September
15 23, 2017. This change does not affect the Federal Davis Bacon Act requirements.
17 A non-mandatory pre-bid conference will be held on January 7, 2021, promptly at 10:00am. The pre-bid
