1. PROPOSAL INTRODUCTION & SCOPE:
Project Background:
The Department acquired multiple parcels from the NS Railroad for the I-90 Cleveland Innerbelt
construction project, and parts of those parcels are no longer needed for highway purposes.
Those purchased happened about nine years ago, and the Department has been investigating
ways of disposing of this excess property. It has been determined that an auction of the NS
parcels and several other parcels surrounding the immediate area should take place with the
land being sold to the highest bidder.
The Department is now seeking a private company to facilitate this auction and all the work that
would surround marketing parcels of land in an industrial zone within a major metropolitan area
in Ohio.
Proposal Purpose:
The Department will be contracting with a company (“Auctioneer”) to facilitate the auction of up
to 10 vacant land parcels containing approximately 28.72 acres located in downtown Cleveland
Ohio (See enclosed map). The auction to be conducted is intended to bring the highest
possible bids/payments to the Ohio Department of Transportation (ODOT) and will divest ODOT
of responsibility for maintaining and managing this land.
The Auctioneer will be selected through a competitive two-step request for proposal process
(“RFP”). After receiving, reviewing and scoring submitted RFPs, no more than three
Auctioneering Companies will be “short-listed” and will meet with ODOT individually to further
discuss their project approach, experience and expertise. Additional information may be
requested of the short-listed firms at ODOT’s discretion.
Included within their proposals, the Auctioneers will be expected to submit the following:
A description of the Auctioneering Company to including their typical marketing, development and
auctioneering services.
Examples of property that they have marketed locally, nationally and internationally.
Examples of experience wherein the Auctioneering Company has generated publications,
websites and real estate services where property has been advertised; include government entity
land sales.
Project Scope:
As part of the process for evaluating the parcels to be auctioned, the selected Auctioneering
Company will be expected to meet with ODOT personnel to review the disposal parcels and to
provide expertise on lot splits and zoning to obtain highest potential bids.
The Auctioneer should anticipate the sale of all individual parcels, all sites collectively or any
combination of the parcels to bring the highest overall value to ODOT. All marketing and
advertising costs should be included in the bid price/ proposal from the Auctioneer and no out of
pocket expenses should be anticipated from ODOT. The winning Auctioneer will not be
permitted to bid on or purchase any of the parcels that are the subject of this RFP.
As part of the Auctioneer’s Proposal, the following should be clarified:
Timing: What is the anticipated marketing or exposure time for the properties?
Prequalification Process: How will potential bidders be prequalified to bid (including financial
capacity)?
Pricing: What is the buyer’s premium? What portion of the Buyer’s premium will be shared with a
buyer’s agent, or what will be the Buyer’s agent commission rate?
Responsibilities of ODOT:
The Department has performed significant prep-work in anticipation of this auction and the
disposal of these parcels. Thus the following will be supplied to the proposers so that they may
focus their proposal on the services they intend to provide:
