The City of Cleveland will make funds available to invest in affordable housing development projects on a competitive basis through the Department of Community Development’s (CD) 2023 Housing Trust Fund program (HTF).
This Request for Proposals (RFP) is only for housing development projects that will include affordable housing units that will serve low and moderate-income households, as defined in this document. Market-rate projects that contain affordable units are eligible and encouraged. A limited amount of the City’s HUD HOME funds (approximately $3.8 million) will be allocated through this RFP, which describes project eligibility, application requirements and the format for submitting proposals.
