INVITATION TO BID
TUSHER AREA SEWER IMPROVEMENTS PROJECT
The City of Moab, a municipal corporation (Owner) is requesting bids for the construction of the following Project:
Tusher Area Sewer Improvements Project
RECEIPT OF BIDS:
Sealed Bids will be received at the City of Moab Recorders Office, Owner of the Work, located at 217 East Center Street, Moab, Utah 84532 until 2:30 pm, on February 16, 2023, for construction of the Tusher Area Sewer Improvements Project. Any Bids received after the specified time will not be considered.
OBTAINING CONTRACT DOCUMENTS
: The Contract Documents are entitled Tusher Area Sewer Improvements Project. An electronic copy of the documents in PDF format may be downloaded from the SciQuest website. A link to the documents can be found on the City’s website (
www.moabcity.org
) under the Business Resources/Bid tab. The scale of the reduced drawings is about one-half of the original scale.
DESCRIPTION OF WORK:
The scope of this project is to provide all the labor, materials, tools and equipment necessary to construct the Tusher Area Sewer Improvements Project, complete as described in the plans and specifications. The project generally includes the construction of approximately 40 linear feet of 8-inch gravity sewer line, 635 linear feet of 10-inch gravity sewer line, and 2,850 linear feet of 12-inch gravity sewer line including 19 manholes, 75 lateral connections, fittings, etc.
SITE OF WORK:
The Project Site is located in the southern part of the City of Moab, Utah.
MANDATORY PRE-BID CONFERENCE:
A mandatory pre-bid conference will be held at 11:00 am local time, January 25, 2023 at the Moab City Council Chambers located at 217 East Center Street, Moab, Utah 84532. Prospective Bidders are required to attend. The purpose of the conference is to discuss the scope of the project, bidding requirements, and to acquaint the bidders with the site conditions. Detailed technical questions can be submitted in writing and will be formally answered, if warranted, by addenda at a later time. Oral statements may not be relied upon and will not be legally binding.
COMPLETION OF WORK:
Time is of the essence.
The following outlines the schedule for The Project based upon award of the entire project.

The Work shall not commence before August 1, 2023 and shall be substantially completed on or before January 31, 2024, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before February 15, 2024.

Time is of the essence. The Owner understands the tight construction schedule for this project.
OPENING OF BIDS:
The Bids will be opened publicly and read at 2:30 pm on February 16, 2023 at the above-mentioned office of the Owner.
BID SECURITY:
Each Bid shall be accompanied by a certified or cashier’s check, or bid bond in the amount of five percent (5%) of the total bid price payable to the Owner as a guarantee that the Bidder, if his Bid is accepted, will promptly execute the contract, provide evidence of insurance, and furnish a satisfactory faithful performance bond in the amount of 100 percent of the total bid price and a payment bond in the amount of 100 percent of the total bid price.
ADDRESS AND MARKING OF BID:
The envelope enclosing the Bid shall be sealed and addressed to City of Moab Recorders Office. The envelope shall be plainly marked in the upper left-hand corner with the name and address of the Bidder and shall bear the words "Bid for," followed by the title of the Contract Documents for the Work and the date and hour of opening of Bids. The certified or cashier’s check, or Bidder's bond shall be enclosed in the same envelope with the Bid.
PROJECT ADMINISTRATION:
All questions relative to this project prior to the opening of Bids shall be directed to the Engineer and copied to the City representative for the Project via email.

It shall be understood, however, that no interpretations of the drawings or specifications will be made except in writing signed by the Engineer, nor will any "or equal" products be considered for approval prior to award of a contract.
OWNER'S RIGHTS RESERVED:
The Owner may, at reasonable times, inspect the part of the plant or place of business of a contractor or any subcontractor, which is related to the performance of any contract awarded or to be awarded by the Owner. The Owner reserves the right to reject any or all Bids, to waive any informality in a Bid, and to make awards in the interest of the Owner.
