The successful bidder must comply with requirements set out in the contract documents including all Federally Required Contract Provisions including but not limited to the Buy American Preference, Foreign Trade Restrictions, Davis Bacon Requirements, Affirmative Action Requirements, Government wide Debarment and Suspension, Government wide Requirements for a Drug-free Workplace, and Non-Segregated Facilities Requirements.

Each bid must be accompanied by a certified check or a bid bond in the amount of 10 percent of the total amount bid made payable to the City of Mansfield as a guarantee that, if the bid is accepted, a contract will be entered into with the County within 30 days of award notice and its performance secured by a performance bond in the amount of 100 percent of the contract price, and in default thereof, said check or bond will be forfeited to the City of Mansfield as liquidated damages.

Attention of bidders is called to all of the requirements contained in the bid packet, particularly to the Disadvantaged Business Enterprise (DBE) goals, Federal Prevailing Wage requirements, various insurance requirements and various equal opportunity provisions. The City of Mansfield adheres to all state policies pertaining to Handicapped Accessibility and Equal Employment Opportunities.

The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete work within the time prescribed in the contract documents.

Bids shall be placed in a sealed envelope addressed to the City of Mansfield, Engineering Department at 30 North Diamond Street, Mansfield, Ohio 44902 and labeled in the lower left-hand corner: ¡°Rehabilitate (Reconstruct) Taxiway ¡°E¡± and Rehabilitate Taxiway ¡°D¡±.

The City of Mansfield, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. ¡×¡× 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The City of Mansfield reserves the right to reject any and all bids and the right to waive any informalities or irregularities in the bidding.
