NOTICE TO CONTRACTORS
Sealed bids for the Bennington Place-McKelvey Road-Ameling Road Resurfacing project will be received
electronically
thru
the
County’s
Vendor
Self
Service
portal
at
https://stlouiscountymovendors.munisselfservice.com/Vendors/default.aspx, until 2:00 PM. on June 7
2023, and at that time will be opened. Vendors may view the bid opening at https://bit.ly/3msZQph
St. Louis County Project No. AR-1680, Federal Project No. STP-5558(609) consists of pavement repairs,
pavement surfacing/texturing, Superpave asphaltic concrete overlay, replacement of paved approaches, sidewalk
replacement, curb ramp improvements, and traffic signal upgrades on McKelvey Road beginning at Dorsett
Road, continuing north to Bennington Place, then along Bennington Place to Ameling Road, continuing east
along Ameling Road to the west side of McKelvey Road within St. Louis County, and other incidental items
necessary to complete the above in a workmanlike manner.
The successful Bidder or Bidders shall be required to comply with the most current applicable Federal (Davis-
Bacon Act) and State statutory provisions concerning the payment of prevailing wages on public works, Section
290.210 through 290.340 R.S. Mo. 1959, as amended. All contractors must be on the Missouri Department of
Transportation’s approved contractor listing, seven (7) days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on a public works project shall provide a ten (10)
hour OSHA construction safety program, or similar program approved by the Department of Labor and
Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the
construction project.
St. Louis County hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged
individuals will be afforded full opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in
consideration for an award.
Plans and specifications will be available on April 24, 2023 from the St. Louis County Web Site
(www.stlouiscountymo.gov), or by contacting Cross Rhodes Print & Technologies, 2731 South Jefferson
Avenue, St. Louis, Missouri 63118, (314) 678-0087. There will be no refunds on any documents purchased.
All questions must be submitted by 5:00 PM. on May 31, 2023 via e-mail to the Contract Administrator,
Shandrika Combs, SCombs@stlouiscountymo.gov.

Bids must be accompanied by a certified check or bidder's bond in an amount equal to 5% of the total bid. All
checks shall be made payable to "Treasurer, St. Louis County."
The right is reserved by the St. Louis County to reject any or all bids.
The DBE Goal for this project is 13%.
No 2nd tier subcontracting will be allowed on this project.
