SCOPE OF WORK: The purpose of this Competitive Sealed Proposal is to establish a competitive contract to provide routine and emergency elevator maintenance as well as annual inspections at twenty-four (24) buildings within the Plano Independent School District (Plano ISD). This includes, but is not limited to, all materials, parts, tools, and labor required to maintain thirty-eight (38) elevators and seventeen (17) wheelchair lifts. (For the purpose of this term “elevator” will also include wheelchair lifts).
ANNUAL EXPENDITURE: The estimated expenditure for this contract is approximately $100,000 per year. However, this estimate should not be construed to be a guarantee of either minimum or maximum since usage is dependent upon actual needs and available funding. This estimate may be exceeded by 25% annually

TERM: This proposal will be firm for one (1) year from date of award, with the option to be renewed for four (4) additional years, in one (1) year increments, provided all prices remain firm and all parties agree.
PROPOSER QUALIFICATION: The Proposer must be an established Elevator Maintenance Contractor, registered as an elevator contractor with the Texas Department of Licensing and Regulation, who maintains a trained staff and certified inspectors to provide service and replacement parts and EITHER a service provider that has the depth, breadth and quality of resources necessary to complete all phases of elevator service, elevator equipment upgrades, repairs, and new elevator Installations OR is currently engaged in this type of business for a minimum of five (5) years.
EVALUATION WEIGHTS: It is not the policy of Plano ISD to award proposals on the basis of low price alone. To determine the award of this CSP, Plano ISD shall consider the following, as provided in the Texas Education Code 44.031(b). 1) Price/discount; 2) Consideration of location of vendor's principal place of business: 3) Reputation of the vendor; 4) Qualities of the vendor's goods & services; 5) The extent to which the goods & services meet the District's needs; 6) The vendor's past relationship with the District; 7) The long-term cost to the district to acquire the vendor's goods or services; 8) The impact on the ability of the District to comply with laws and rules relating to historically underutilized businesses; and 9) Any other relevant factor specifically listed in the request for bids or proposals, including the service contractor's safety record.

COMPETITIVE RANGE: It may be necessary for Plano ISD to establish a competitive range of acceptable proposals as part of the evaluation process. Proposals not in the competitive range are unacceptable and will not receive further award consideration.

Texas Education Code Sec. 44.031. PURCHASING CONTRACTS. (b)Except as provided by this subchapter, in determining to whom to award a contract, the District shall consider:
