Plano Independent School District is accepting Request for Proposals from qualified vendors to provide services for Consulting Services. These consulting services could include but not limited to Academic, Facilities, Energy, Environmental, E-Rate, Technology, Parent Involvement, Playground, Financial, Statistical, Special Education, Public Affairs, Administration, Operations, and other services deemed appropriate for this request. This is a qualifying RFP only and services will be purchased on an "as needed" basis throughout the District.

This RFP will not be a guarantee of purchase for any services or goods, but to establish a list of Approved Vendors with Plano ISD.

Plano ISD urges all vendors that provide these services and materials to respond to this Proposal, even if you are a SOLE SOURCE provider of the services or materials.

This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2 CFR) Part 200 requirements to procure vendors who provide goods and/or services purchased by Plano ISD using federal dollars. This proposal may be used with local, state, federal and grant funded programs.

Non-Exclusive Contract:
Any contract resulting from this solicitation is non-exclusive and shall be awarded with the understanding and agreement that it is for the sole convenience of Plano ISD.
Plano ISD anticipates awarding this contract to multiple vendors in order to best serve the needs of the District.
Plano ISD is requesting all proposals be awarded as Non-Exclusive contracts, by which multiple vendors may be designated as supplier for the product covered under the terms of the contract for the duration of said contract.
Plano ISD is free to have multiple contracts for the awarded goods and services and may initiate other procurement solicitations or purchasing activity with other vendors at any time, in Plano ISD's sole discretion.

EXPENDITURE:
The Plano ISD does not guarantee the volume (quantity or dollar value) to be purchased annually. The actual dollar amount to be purchased depends on actual needs of the campuses and departments, and budgetary constraints. This RFP will not be a guarantee of purchase of any goods or services, but will establish you as an Approved Vendor with Plano ISD.

TERM:
The term of this proposal shall be for one (1) year with seven (7) successive one (1) year auto-renewals, based on the long-range needs of the District and mutual consent of both parties not to exceed eight (8) years total.
Plano ISD has the option to extend this RFP at the end of the performance period for up to 120 days if determined to be in the best interest of the district to ensure availability of products and/or services. Plano ISD will issue subsequent RFPs as needed.

Bid Attributes
1 INTRODUCTION
There are several attributes associated with this proposal. Some are notes and require No Response, but most
have a required response. Please be sure to view and respond to all attributes on each page. If you do not read
and/or respond to all Bid Attributes that require a response, the system will not allow you to submit your electronic
bid response.
Bidders are advised to hit ”SAVE” before leaving each screen in the e-bidding process. Failure to save your work
per screen of activity will result in an inaccurate filing of the bid or failing to submit the bid.
2 Electronic Proposal Submittal
Although we are legally required to accept paper bids, we strongly request that proposers submit this proposal
electronically. Electronic bidding, as defined under the State of Texas Uniform Electronic Transactions Act, is an
acceptable method of receiving bids based on The State of Texas Education Code Sec. 44.0313 and Plano ISD
policy CH Legal. Please feel free to call us if you require any assistance with this submittal. Electronic bidding
eliminates errors, eliminates unnecessary work, and is friendlier to the environment. When filing this bid
electronically, please do not send us a paper copy, as the electronic version will prevail. Furthermore, no faxed or

3 Scope of Work
Plano ISD invites qualified companies and/or individuals to submit responses based on the types of services
indicated.
Administrative Consulting Services are the services of an expert, either an individual or company who renders
services to the District on a flat fee or on a per hour/per diem basis.
These vendor services can provide administrative and/or technical expertise not otherwise available to or
performed by District personnel. Services may consist of information, advisory, opinions, alternatives, conclusions,
recommendations, demonstrations, or direct assistance, such as studies, analysis, evaluations, and liaison.
The consulting services could include but not limited to Academic, Facilities, Energy, Environmental, E-Rate,
Technology, Parent Involvement, Playground, Financial, Statistical, Special Education, Public Affairs, Administration,
Operations, and other services deemed appropriate for this request.
Plano ISD is requesting all proposals be awarded as non-exclusive contracts, by which multiple vendors may be
designated as suppliers for the services covered under the terms of the contract for the duration of said contract.
The intent of this request is to establish a list of pre-approved companies or individuals that can provide services to
the District as a whole.
The District reserves the right to determine if a specialized service is acceptable. If the service is deemed
unacceptable, no award will be made to the respondent.
