NOTICE TO PROPOSERS
The Carrollton-Farmers Branch Independent School District (CFBISD) is soliciting Qualification Statements (hereafter called proposal) for the products/services per the specifications stated elsewhere in this solicitation document. Proposals shall be submitted via the Ionwave portal. If you are submitting a paper bid, the proposal must be submitted in an envelope marked on the outside with the Offeror’s name, address and proposal number RFQ 2022-11-037 CMAR – Summer 2023 Elementary School Renovation Work.

Qualification Statements will be received until 10:00 AM/CST, November 18, 2022 through the electronic bidding system (IonWave) . Qualification Statements will be opened after the established deadline, as this is a two-step process, only names of the submitting proposers will be read. CFBISD reserves the right to request interviews of the top responding firms based on questions scripted by the District, if necessary.

All questions regarding this procurement should be submitted in writing via the electronic system or email only to Jennifer Butler, Senior Buyer ( butlerje@cfbisd.edu ). All questions will be answered in writing and published in the IonWave (online bidding system) or via addendum. Prospective respondents are prohibited from contacting CFBISD personnel and/or Board of Trustees members regarding this procurement, which may result in the offeror being disqualified from consideration for award.

This is a two-step selection process. The first step to this method is requesting potential offerors to submit qualification statements . Based on a pre-determined set of criteria, qualifications will be internally evaluated, ranked, short-listed, and interviewed (if necessary). The top-ranking firms will be asked to provide proposals in the second step of this process. The offeror who is determined to provide the best value to CFBISD will be recommended to the Board of Trustees for approval. Anticipated Board Meeting date is December 2, 2022 for award.

Faxed and/or emailed qualification statements will not be accepted. Qualification Statements must be submitted via the online bidding system (IonWave) along with any material required by this RFQ. Statements not submitted through the online system, must be received in sufficient time to be received and time-stamped at the above location on or before the published date and time shown on the RFQ. CFBISD will not be responsible for mail delivered from the post office, United Parcel Service, FedEx or any courier or delivery service.

Any submission of information or documents to CFBISD pursuant to this RFQ are deemed public information by the District unless the Director of Purchasing of the District is notified in this response. CFBISD reserves the right to reject each item separately or as a whole, and to waive any informality, and to award this bid in the best interest of the District. Any reference within the following pages of this document to bid, Request for Proposal (RFP), Competitive Sealed Proposal (CSP) could be technically inaccurate but should be construed to mean and are used interchangeably as the designated legal method of procurement listed at the top of this page. It is the responsibility of the vendor to monitor CFBISD's website at https://www.cfbisd.edu/departments/purchasing/procurement-opportunities for any addenda to the RFQ. Failure to follow any posted addenda may render your proposal non-responsive. No order is valid under an award resulting from this procurement process until a valid Purchase Order is issued to the vendor.

There will be a Pre-Qualification Statement Conference held in conjunction with this Request For Qualifications at 2:00 PM on Wednesday, November 9, 2022 at the Multi-Purpose Building (455 E. La Villita Blvd. Irving, TX 75039 – Room #137).

This is a Public Works solicitation and subsequent contract with a construction budget of $7,300,000.
