The Alaska Railroad Corporation (ARRC) is soliciting bid from interested concerns for
PASSENGER CAR UPHOLSTERY PROJECT

shall be plainly marked with the following information;

IMPORTANT: ARRC may award a contract resulting from this solicitation to the
responsive bidder whose bid conforming to this solicitation will be the most advantageous
to the ARRC. ARRC may reject any or all offers if such action is in the best interest of
ARRC, and waive informalities and minor irregularities in offers received. Any resulting
contract from this solicitation shall incorporate the Standard Instructions, and General
Terms and Conditions incorporated in this solicitation.
PRE-BID/Site Visit Conference: A Pre-Quote Conference and Site Visit is scheduled
for December 6, 2023 at 10:00 A.M. at the Alaska Railroad General Office Building
(GOB) 327 W. Ship Creek Ave. Anchorage, AK 99501. All Contractors will sign-in at the
pre-bid conference and once the conference is completed, will proceed to the Car Shop.
Please dress appropriately for weather and safety, PPE is required to include: hardhats
safety glasses and steel toe boots.

Federal Grant Funds - Federal Transportation Administration Work associated with this
contract is funded by funds from the Federal Railroad Administration (FTA) and the Alaska
Railroad Corporation (ARRC). It is the sole responsibility of the Contractor to determine which
designated provisions are applicable to this project. .
A bidder's failure to visit the work site will in no way relieve the bidder of the responsibility
of performing the work in strict compliance with the true intent and meaning of the terms,
conditions and specifications of this RFQ.
If a bidder attaches additional terms and conditions as part of the bid, such attachments
must be accompanied by a disclaimer stating that in the event of conflict between the
terms and conditions of this RFQ and the terms and conditions of the bidder/contractor,
the terms and conditions of the RFQ will prevail.

REQUIRED FOR AWARD. In order to be awarded the contract, the successful bidder must

SCOPE OF WORK
ARR 502 Upholstery Scope of Work - Summary
The scope of work in this project includes providing and installing new seat covering
upholstery and replacement foam, disassembly, cleaning and painting of existing seat frames of
passenger coach bench seats and recliner seats in passenger rail coach ARR 502. ARR 502
seating consists of (12) dome double bench seat frames and (18) double section reclining seat
frames (30 seat frames in total, 60 seating places) and is currently located at the Alaska Railroad
Car Shop in Anchorage, Alaska.
Minimum Requirements and Qualifications
Contractor shall perform and provide the following:
1. Provide ARRC with sample cushion and seat frame upholstery work (utilizing ARRC
materials and existing seat cushions) and receive ARRC sign-off to verify quality of
manufacturing and contractor craftsmanship prior to the production of the full order.
2. Schedule time and date of seat frame and cushion removal with ARRC representative.
Contractor will be required to work within the blue flag track protection of ARRC Carmen
during their working hours (6am-4pm Mon-Fri).
3. Perform basic cleaning, maintenance and repainting of seat frames prior to installing new
seat cushions or trim.
4. Use only quality materials, e.g. proper zippers, threads, hook and loop, glue, etc.
5. Perform professional level, high quality upholstery work.
6. Selected contractor must possess at least five (5) years’ experience in the professional
upholstery industry and have their own shop to perform all work.
Scope of Work – Base Bid Items:
1. ARR 502 Dome Seat Upholstery – (12 seat frames)
a. Remove seat frames and existing cushions from ARR 502. Seat frames will be
unbolted from rail coach be ARRC Carmen.
b. Strip seat frames of existing foam and upholstery.
c. Clean and perform basic maintenance to seat frames.
d. Lightly sand or media blast and repaint all painted seat frame components. New
paint to be one-part corrosion inhibiting coating (POR-15 Top Coat or similar) in
e. Fabricate new seat back and bottom board and foam assemblies. All contractor
provided foam to be fully wrapped in ARRC provided Kevlar fire block material
unless provided with test data showing specific compliance with 49 CFR 238
flammability requirements. Fire block batting to sewn with 100% 65 lb NOMEX
f. Upholster and install new seat cushion assemblies (seat bottom and seat back)
using ARRC supplied imitation leather and fabric.
g. Locate newly upholstered seat frames into appropriate location in ARR 502 for final
installation by ARRC Carmen.
h. Install newly upholstered seat cushions to seat frames in ARRC carshop.
