NOTICE REQUEST FOR STATEMENTS OF QUALIFICATIONS (RFSQ)FOR ARCHITECTURAL AND ENGINEERING SERVICES RFSQ NO. CDC17-033 Notice is hereby given that statement of qualifications (SOQ) will be received by the Community Development Commission of the County of Los Angeles (Commission) and Housing Authority of the County of Los Angeles (Housing Authority), collectively referred to hereinafter as Public Agencies, until September 26, 2017 at 2:00 p.m., for architectural and engineering services for various types of projects including, but not limited to, project types similar to the following: (1) libraries, community centers, family and social service centers, multi-purpose buildings, large/small scale single/mixed-use urban/infrastructure/development project(s), commercial business revitalization, commercial facade improvements, etc., (2) multi-housing, residential developments, and (3) landscape, park, community gardens, streetscape, and public improvements, as described herein in Appendix B, Statement of Work. The types of services requested may include, but are not limited to, any of the following: planning, feasibility studies, concept design, schematic design, design development, construction documents, design calculations, specifications, cost estimates, entitlement, plan check, bidding, construction administration, construction management, and project close out; space planning and interior design; other services, including any and all related sub-consultants as may be necessary on specific projects, such as, but not limited to, public outreach, need assessments, community meeting coordination and/or presentations, marketing, programming; civil, on-site and off-site utility coordination, geotechnical, deputy inspections, traffic, environmental, structural, mechanical, electrical, plumbing, and other engineering; LEED (Leadership in Energy and Environmental Design) engineering; landscape design; and any other related services required by the project. Proposals received will be used to establish a short-list of qualified architects for possible future design work for the Public Agencies, and their clients. Being on the short list is not a guarantee of any future work. Proposers must attend a mandatory Pre-Statement conference to be held at Conference Room A at 700 W. Main Street, Alhambra, CA 91801, on August 28, 2017 at 9:30 a.m. A Request for Statement of Qualifications (RFSQ) package containing all submission requirements may be downloaded from the Community Development Commissions website at www.lacdc.org, under For Vendors ? View Open Solicitations, or may be examined at no charge at the Community Development Commission, Reception 700 W. Main Street, Alhambra, CA 91801. Proposers shall provide an original and three (3) copies of their SOQ, which shall be addressed and delivered to: Vivian Saavedra, Procurement Coordinator Community Development Commission of the County of Los Angeles Housing Authority of the County of Los Angeles Construction Management Division 700 W. Main Street Alhambra, CA 91801 All SOQs shall be labeled SOQ for Architectural and Engineering Services, RFSQ No. 17-033, September 26, 2017. Any Proposer who wishes his/her SOQ to be considered is responsible for making certain that it is received by the Public Agencies at the stated location and at stated date and time. No oral, electronic, facsimile, or telephonic proposals or modifications will be considered unless specified. SOQs received after the scheduled deadline will be returned unopened. Proposers, who, upon request, receive the Request for Statement of Qualifications package and do not wish to submit a SOQ, should reply with a letter of No SOQ by the submission due date. In submitting a SOQ, each Proposer thereby agrees that, if awarded a contract, it shall execute a standard consulting contract, a sample of which is attached to the RFSQ package for reference. The Public Agencies shall not award a contract to, or be obligated to execute a contract with, any Proposer who refuses to execute said standard Public Agencies contract. The Public Agencies reserve the right to reject any and all SOQs. This RFSQ is not a contract or commitment of any kind. The Public Agencies are not liable for costs incurred in the preparation of the respondents SOQ. It reserves the right to issue supplementary information or guidelines related to this RFSQ. Notwithstanding any other provisions herein, the Public Agencies reserve the right in their sole discretion to waive minor technical deficiencies in the SOQs. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the Public Agencies to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status or disability. This is a HUD Section 3 Contract, all Proposers must meet or commit to achieving Section 3 employment and/or contracting goals to be considered a Section 3 responsive proposer and eligible for a contract award. A Proposer who qualifies as a Section 3 business concern will receive preference points for the scoring of Section 3 in the evaluation of the proposal. CONTRACT REQUIREMENTS: ? Insurances (please refer to the Sample Contract for required values) ? General Liability with Additional Insured Endorsement. Shall include Completed Operations and be on a primary and non-contributory basis. ? Workers Compensation, shall be Statutory and include Employers Liability, and a waiver of subrogation. ? Automobile Insurance, coverage shall include owned, hired, non-owned, OR any auto. ? Professional Liability Insurance ? Federal Lobbyist Requirements ? Equal Employment Opportunity (EEO) Act ?
