This is a Request for Qualifications (RFQ) to provide Engineering Services for the rehabilitation and construction of multiple potential ARPA projects located in the areas served by South Arkansas Water System (SAWS), primarily in rural Hempstead and Howard Counties, Arkansas.
The projects will be funded with federal funds from the American Rescue Plan Act (ARPA).
Successful firms will be required to have an active SAM.gov registration.
You are invited to submit a Request for Qualifications to be received no later than Monday, February 20th, 2023 at 5:00 p.m.., to Angela Cantu, South Arkansas Water System (S.A.W.S.), P.O. Box 1368 , Hope, AR 71802-1368.
A digital copy (USB drive) must also be submitted.
Requests for RFQ Packets may be requested by email to: blake.harrell@arkansas.gov (email preferred) or by calling 870.235.7516 and leaving a detailed message.
A selection committee appointed by S.A.W.S. will conduct an evaluation of all proposals submitted in response to the RFQ. The Request for Qualifications (RFQ) Package will list the requirements of the RFQ Package to be submitted to requesting parties.
All responses not fully addressing each criterion will be considered non-responsive offers and will be eliminated from consideration as potential contractors.
The RFQ Evaluation Package includes the Criterion for Procurement rating sheet as well as the Rating Guidelines, Rating Sheets, Procurement Summary Sheets, and instructions needed to evaluate qualifications.
The proposal receiving the highest total points in the proposal evaluation process will be offered the contract. SAWS will notify all unsuccessful offerors of the contract award once contract negotiations have been completed. The contract awarded will be a lump sum contract.
Engineer service contracts related to this project are subject to Federal restrictions and approval.
