IFB # 1100 Contracted Program and Project Managers
Description:

The New York State Office of Children and Family Services (OCFS) announces the release of this Invitation for Bids (IFB) to select one or more Contractor(s) to provide up to three (3) new staff positions at the New York State Office of Children and Family Services (OCFS) hereinafter referred to as the “Program Managers” and “Project Manager”.

Program Managers (2 Positions)

The Program Managers will:

  • Assist OCFS staff in the monitoring of domestic violence programs and/or rape crisis/sexual assault programs funded by Family Violence Prevention and Services Act (FVPSA) and FVPSA American Rescue Plan (ARP) funds.
  • Monitor the programs to determine that they meet OCFS and FVPSA regulatory standards, implement program model(s) with fidelity where applicable, and meet contractual obligations.
  • Assist in supporting OCFS’ oversight of the programs. As part of this oversight responsibility, the Program Managers will need to ensure that programs are providing a survivor-centered, trauma-informed approach to engaging survivors of domestic violence (DV) and/or sexual assault (SA) and programs are providing services according to approved work plans to strengthen and support DV/SA survivors and their children.
  • All services provided under a resulting contract must be in accordance with all State and Federal laws, rules, and regulations.

Program Managers must possess:

  • A bachelor’s degree AND two (2) years of professional experience in the area(s) of domestic violence, child welfare, victim services or other related field recognized by OCFS Bureau of Domestic Violence Prevention and Victim Support. Experience with contract work is preferred, but not required.

OR

  • A master's or higher degree in social work or in another related field.

Project Manager (1 Position)

The Project Manager will:

  • Assist OCFS staff with the implementation of identified strategies to support and improve the investigation and case management of adult protective services (APS) cases by the local department of social services (LDSS) and to assist with the oversight of the LDSS’s strategy implementation required under the Administration for Community Living grants.
  • Oversee the development of a field manual for APS workers and assist with revising the APS new worker curriculum.
  • Assist with the internal analysis of current APS regulation and policy and track proposed amendments and updates as needed which will inform development of the field manual and training updates.
  • Provide oversight and monitoring of the implementation of the state and local strategies supported through the federal ACL funding. As part of this oversight responsibility, the Project Manager will need to collaborate with OCFS Bureau of Adult Services (BAS) and designated staff to develop comprehensive work plans, and adhere to the necessary timeframes.

Project Manager must possess:

  • A bachelor's degree AND two (2) years of professional qualifying experience.*

OR

  • A master's or higher degree AND one (1) year of professional qualifying experience.*

OR

  • A master's or higher degree in social work.

*Qualifying experience is defined as:

  1. Knowledge of the provision of protective services, preferably with adults, both on the state and local county level; and an understanding of competency-based training.
  1. A solid project management background and familiarity with Microsoft Word and Excel. Project Management software experience is a plus.
