Oriskany Solar PV Project

The New York Power Authority (“Authority”) is soliciting responses from Proposers under a structure in which the Proposers design, construct, install, finance, own, operate, maintain, and decommission solar photovoltaic (“PV”) and energy storage systems (“Systems”) at the Project Sites, at no upfront cost to the Authority or the New York State Office of General Services (“OGS”). Respondents shall provide pricing for the Systems under three different pricing structures;

1. Remote Net Energy Metered - whereby all products of the solar PV and energy storage systems are purchased by OGS, pursuant to terms and conditions substantially in the form of Power Purchase Agreements (“PPA”) attached hereto as Appendix C.
2. Community Distributed Generation (“CDG”) - whereby up to 40% of the products of the CDG systems would be subscribed to by OGS via Subscription Agreements, examples of which are to be provided by Proposers. Under this option, OGS will enter into Host Site Agreements with the Selected Developer for use of the properties as CDG systems, such use being granted under form of Lease or License.
3. Merchant – whereby all products of the solar PV and energy storage systems are purchased by OGS pursuant to the terms and conditions substantially in the form of Power Purchase Agreements. During the evaluation process the Authority may elect to provide a commercially viable PPA and associated terms for review.

Through this Request for Proposals (“RFP”), the Authority, on behalf of OGS, is seeking to obtain competitively priced proposals. It is highly recommended Proposers submit pricing under at least two project structure options.

Bidders are hereby cautioned to make use of the New York Power Authority's web site at www.nypa.gov in order to obtain current and complete bid documents, bid addenda, post-bid addenda and related notices. Bidders obtaining bid documents from sources other than the www.nypa.gov Ariba sourcing system/ site do so at their own risk.
Bids are due at 4:0 0 PM (ET) on Wednesday, March 31, 2021 . E-mailed bids will not be accepted nor considered for evaluation.
