EXECUTIVE SEARCH FIRM

CITY ADMINISTRATOR

March 2023

  1. INTRODUCTION

The City of Goddard, Kansas invites experienced executive search firms, consultants and recruiters to assist in all aspects of the recruitment process for its next City Administrator. Preferred firms should have experience with public-sector executive recruitment and placement and a proven track record of recruiting and placing City Administrators in municipalities, especially municipalities operating under a Council/Administrator or Council/Manager form of government.

  1. BACKGROUND

Goddard is located in Sedgwick County, Kansas and immediately adjacent to Wichita, Kansas, the largest city in Kansas. It encompasses more than five square miles and has an estimated population of 5,233.

The City operates under the Mayor-Council-City Administrator form of government. The five Council members are elected at large and serve four-year terms. The Mayor is selected by the Council from among its members and presides over Council meetings, and appoints certain City officials, subject to Council approval.

The City Administrator is an appointed official who is charged with overseeing the day-to-day operations and general administration of the City under the direction and vision of the Council. The City’s operating budget for FY2022 is approximately $13.1 Million. The City employs 31 full-time employees. It owns and operates its own water and sewer utility systems, and provides traditional municipal services, including police, public works, planning and zoning, code enforcement, municipal court, and others. Fire and EMS are provided by Sedgwick County.

Goddard’s major employers include Unified School District No. 265 (Goddard), Universal Products, Walmart, Dillons Distribution Warehouse, Nowak Construction, Tanganyika Wildlife Park, Medicalodges of Goddard, and the City.

Goddard is also home to the Genesis Sports Complex, which is a major multi-sport athletic facility that is part of a STAR bond (Sales Tax Special Obligation Revenue bonds) project. A competition baseball and softball complex with ten (10) all-turf fields is already in use, as is the Genesis Health Club facility. Opening soon will be an indoor water park, a 60,000 square foot natatorium for competition swimming and diving, a child care facility, and a Hampton Inn hotel. Plans also call for a sand sports and pickle ball facility and a sports bar, all of which should be under construction soon.

  1. SCOPE OF WORK

The selected firm will be expected to provide the usual and customary services for recruiting and hiring a new City Administrator, including, among other things:

  • Work with the Council Members to develop a candidate profile.
  • Develop and implement a recruiting strategy, including appropriate advertisements approved by the City to be distributed through local, regional and national channels.
  • Proactively recruit potential candidates, including qualified internal candidates already employed by the City and candidates employed elsewhere.
  • Screen all candidate applications and generate a recommended list of candidates. All candidate applications will be made available to the Council Members.
  • Design and facilitate candidate interviews to include Council Members and City department heads, including preparation of potential interview questions for the interviewers.
  • Facilitate and participate in public forums for finalists selected for onsite interviews.
  • Conduct detailed background checks on candidates to evaluate past employment history and job performance, criminal record, financial background, educational credentials, social media history, past new releases or other matters reported in the media, and any other relevant factors.
  • Notify applicants not selected.
  • Assist in compensation negotiations.
  • Advise and assist the City concerning any other matters that may arise relating to the recruitment of a new City Administrator.

  1. AWARD

The City intends to select one firm to provide the requested service. It reserves the right to reject any or all proposals without explanation. If the selected firm does not execute a written contract with the City within a reasonable amount of time, the City reserves the right to enter into a contract with the next most qualified firm. The City reserves the right to seek clarification of information submitted in a proposal and investigate the ability of a firm to meet the required needs of the project. The City reserves the right to waive any or all requirements for this proposal.

The City of Goddard has no obligation to reimburse responding firms for any expenses incurred in connection with preparing a proposal. Proposals will be considered in their entirety for, among other things, proposal completeness and responsiveness to this Request for Proposal, ability to perform the required Scope of Work described above and to meet the needs of the City, experience in conducting executive search and recruitment services, expertise and availability of key personnel, cost to the City of Goddard, and client references. The City reserves the right to select the proposal that will best meets its needs and preferences.

The review and evaluation of proposals will take an estimated 14 – 30 days before an award will be approved by the City Council.

  1. PROPOSAL CONTENT

The proposal should be organized in the following format and sequence:

  1. Contact Information . State the name and contact information for you and your firm, including address, phone number, email address, website, and social media handles.

  1. Qualifications . Describe the background, experience and capabilities of your firm to provide the Scope of Work described above, and especially any prior experience or highlights successfully recruiting and placing City Managers or City Administrators in municipalities operating under a Council/Manager or Council/Administrator form of government.

  1. Scope of Services . Provide a scope of services and a proposed outline of tasks, products, and schedules. Identify the extent that City Council Members or City staff involvement will be necessary. Any significant deviations from the Scope of Work described above should also be noted and explained.

  1. Cost . Provide a cost proposal for the Scope of Work described above, including fixed costs, fees, expenses (including anticipated advertising expenses), reimbursable costs, and any other anticipated costs.

  1. Consulting Staff . Identify the name, title, background and experience of the primary point of contact for your firm on this project, as well as all staff who would be assigned to work directly or indirectly on it.

  1. Insurance . List all relevant insurance policies and coverage amounts carried by your firm. The selected firm will be required to provide proof of insurance for all coverages deemed necessary by the City of Goddard.

  1. References . Provide a list of at least three clients that your firm has provided services to in the past five years who can verify your firm’s ability to perform the required Scope of Work.

  1. Performance Guarantee . Please describe the terms and conditions of any performance guarantees offered by your firm that would be applicable to this project.

  1. Additional Services . Please identify any additional services that your firm intends to provide beyond what is outlined in the Scope of Work described above.

  1. Subcontractors . Every subcontractor, if any, that may be used must be identified along with a description of the products and/or services to be supplied by each subcontractor.

  1. DEADLINE FOR PROPOSALS

Deadline for submission of proposals is April 24, 2023 at 4:00 PM (CST). Each proposal must be signed and submitted in a sealed envelope. The outside of the envelope should clearly identify the name and full address of the proposing firm and be marked “Request for City Administrator Search Firm.” If submitted by mail, the sealed envelope should be enclosed in another envelope addressed to:

Proposals received after the deadline will not be considered. Proposal contents will not be kept confidential after the proposal deadline has passed.

  1. OTHER TERMS AND CONDITIONS

The following terms and conditions are a part of this Request for Proposal and shall be incorporated in any agreement that may be awarded or arise out of the services contemplated herein.

  1. Independent Contractor . Any individual or firm awarded a contract in response to this Request for Proposals shall be deemed an independent contractor (“Contractor”). Contractor shall not be considered an employee of the City of Goddard and, as such, shall not be entitled to any wages or benefits from the City, including, but not limited to, unemployment insurance benefits, workers’ compensation coverage, health insurance, or retirement or KPERS contributions.

  1. Choice of Law . All disputes and claims relating in any way to this matter shall be governed by the laws of the State of Kansas, and will be brought exclusively in the Sedgwick County, Kansas District Court.

  1. Disclaimer of Liability . The City of Goddard will not hold harmless or indemnify anyone beyond any liability incurred under the Kansas Tort Claims Act, K.S.A. § 75-6101 et seq.

  1. Acceptance of Agreement . No award or contract with the City shall be deemed accepted, approved or otherwise effective until all approvals and certifications required by law have occurred.

  1. Taxes . Unless otherwise specified, all proposal prices shall include all applicable federal, state and local taxes.

  1. No Conflicts of Interest . By submitting a response to this Request for Proposals, the proposed Contractor certifies and represents to the City that it has no interest (financial or otherwise) and will not acquire any interest, either directly or indirectly, during its relationship with the City hereunder that would conflict in any manner with the performance of any services contemplated by this Request for Proposal or in any other way represent an actual or perceived conflict of interest. The proposed Contractor further certifies that no employee or City Council member of the City of Goddard, or any of their immediate family members (spouse, child, sibling, parent, stepchild, stepparent, as well as mother-, father-, son-, daughter-, brother-, or sister-in-law, or anyone else who lives in their households) or business partners (if applicable), shall have any personal financial interest, directly or indirectly, in any contract or subcontract, or the proceeds thereof, for work to be performed in connection with this Request for Proposal. Any potential conflicts of interest must be identified and immediately disclosed to the City. All proposals shall be submitted without collusion, fraud or misrepresentation as to other competing proposals.

  1. Non-Discrimination and Workplace Safety . If awarded a contract in response to this Request for Proposals, the proposed Contractor agrees to abide by all federal, state and local laws, regulations and rules prohibiting discrimination and retaliation in the workplace, including, but not limited to the Kansas Act Against Discrimination, K.S.A. § 44-1030, and to comply with all workplace safety laws and obligations.

  1. Compliance with Law . The proposed Contractor shall comply with all applicable federal, state and local laws and regulations in performing any services for the City of Goddard.

  1. No Assignment . Any services provided by the proposed Contractor to the City are personal in nature and cannot be assigned, delegated, sublet or transferred without specific written consent of the City.

  1. Books and Records . If awarded a contract in response to this Request for Proposal, the proposed Contractor shall maintain all books, records, documents and other evidence pertaining or relating to any services to be provided to the City for a period of at least three (3) years from the expiration or termination of such contract with the City.

  1. Cash Basis and Budget Laws . The right of the City to award or enter into any contract associated with this Request for Proposal is subject to the provisions of the Cash Basis Law, K.S.A. §§ 10-1112 and 10-1113, and the Budget Law, K.S.A. § 79-2935, and all other applicable laws of the State of Kansas. Any agreement or contract shall be construed and interpreted so as to ensure that the City is at all times in compliance with such laws. The City reserves the right to unilaterally sever, modify or terminate any agreement at any time if, in the opinion of the City’s attorney, the agreement may be deemed to violate such laws.
