INVITATION TO BID FOR
TOWN OF EGREMONT TOWN HALL
TOWN HALL POWER SYSTEM RENOVATION PROJECT
HILL PROJECT # MI-2500-002
Electronic bids for Town Hall Power System Renovation Project,
located at 171 Egremont Plain Road, Egremont, MA 01230 will be
received until 10:00 AM on March 29, 2021. Bids shall be
made as described herein, and in accordance with drawings and
specifications prepared by Hill-Engineers, Architects, Planners,
Inc., Dalton, MA.
The project will be awarded to a qualified licensed Electrical
Contractor who is DCAMM Certified in “Electrical Installations”.
General Bidders must include a current DCAMM Prime Contractor
Certificate of Eligibility and a signed DCAMM Prime Contractor
This project is being Electronically Bid (E-Bid). All bids shall
be submitted online at www.Projectdog.com. Hard copy bids will not
be accepted by the Awarding Authority. Tutorials and Instructions

free, downloadable bid set. A free CD-ROM may be requested by
contacting Projectdog – shipping & handling charges apply. Hard
copies of the documents may also be viewed, but not removed, from
the offices of Projectdog Inc., 18 Graf Road - Unit 8,Newburyport,
MA 01950, Monday – Friday, 8:30 a.m. to 5:00 p.m. Neither Owner
nor Architect/Engineer will be responsible for full or partial
sets of Bidding Documents,
including Addenda if any, obtained from sources other than
Pre-bid meetings and site inspections are MANDATORY. Due to COVID
19 restrictions, the town will be conducting individual site
tours. Each general bidder is to contact Thomas Reynolds for site
access and tour of the project areas. He can be contacted at (413)
528-0182, extension 18.
Each Bid must be accompanied by a bid security consisting of a BID
BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or
trust company in the amount of 5% of the bid price.
A performance bond in an amount equal to 100 percent of the total
amount of the contract price with a surety company qualified to do
business in the Commonwealth of Massachusetts will be required for
the faithful performance of the contract as well as
a labor and materials bond in an amount equal to 100 percent of
the total contract price.
All bids are subject to the provisions of M.G.L., Chapter 30,
Section 39M and Chapter 149,Sections 44-A through I inclusive.
Attention is directed to the minimum wage rates to be paid as
determined by the Commissioner of Labor and Workforce Development
and the weekly payroll record submittal requirements under the
provisions of Massachusetts General Laws, Chapter 149, Section 26
through 27D inclusive.
Attention is further directed to the requirements of G.L. c.149,
§44D requiring submission of a Division of Capital Asset
Management approved Certificate of Eligibility and Update
Statement with all bids.
Selection of the contractor will be based upon bidder
qualifications, including evidence of past performance in similar
projects, and bid price. The contract will be awarded to the
bidder deemed by the awarding authority to be the lowest
responsible and eligible bidder.
The bidder agrees that its bid shall be good and may not be
withdrawn for a period of 30 days, Saturdays, Sundays and legal
holidays excluded, after the opening of the bids.
The Town reserves the right to waive any informality, to accept or
reject, in whole or in part any or all bids, or take whatever
other action may be deemed to be in the best interest of the Town.
