SOLE SOURCE CERTIFICATE AND POSTING NOTICE
A sole source procurement is when you make a request to purchase product(s) and/or service(s)
without competition when competition is otherwise required. This means that product/service is
unique and that the supplier is the only supplier that can provide the product or service.
In accordance with the authority granted under applicable Florida law and UCF Regulation 7.130,
the following documentation is submitted in support of this request.
The purchase requisition can be entered into UCF Financials at any point during the process set
forth herein; however, doing so does not ensure approval of the sole source.
The completed sole source must be approved in the following order. Please be sure to obtain
all required signatures before submitting the form to Procurement Services.

Assistant Vice President for Tax, Payables & Procurement, who will review and
provide a recommendation to approve or disapprove the sole source to:
Chief Financial Officer, who will either directly approve or disapprove the sole source, or
forward it to the Provost and Executive Vice President for goods/services related to
academia for input prior to making the final decision.
Contingent upon the approval of all the officers/individuals listed, the sole source shall be
posted on the UCF Procurement Services website for seventy-two (72) business hours. Upon
expiration of said posting period, Procurement Services will process a purchase order upon
receipt of the requisition.
Once the completed sole source is received, Procurement Services reviews the documentation
provided and determines whether the sole source is valid or if there are additional suppliers that
may be able to provide the requested product or service. The sole source review and approval
process varies based on the nature of the product/service being requested and the information
provided in the requestor's justification, among other factors, so please keep this in mind when
submitting the form.
The usual bidding process shall be conducted if sole source approval is not granted.

SOLE SOURCE JUSTIFICATION
Please answer the questions below and attach additional documentation if needed.
1. Describe the product(s) and/or service(s) and anticipated use thereof in layman’s language.
As part of an NSF MRI project (Grant FP00002063, Award AWD00000650) we are required to build a
projection system that can display 360 images per second, and have electronics that can take 3 separate
input signals at 120 Hz and multiplex them together into a 360 Hz signal. The projectors for this system need
to be able to do this for a resolution of 4096x2160 pixels ("4K") and a brightness of at least 10,000 lumens.
We will use 4 of these projectors in the system to provide a immersive surround environment (CAVE), and the
projectors need to be able to be synchronized to each other to ensure correctly synchronized display for the 3
users. The system also needs to provide specialized 3D glasses that can separate these multiplexed image
pairs into the correct individual pairs for each of the 3 users. These glasses will need to be synchronized to
the projectors and therefore need to be bought as part of the projector purchase.
The 3 user requirement is based on the existing proposal with NSF, the brightness and resolution
requirements are consequences of the display quality required for the perception experiments the system will
be used for.
2. State in detail why only this and no other product(s)/service(s) will satisfy the department’s
requirements.
There are no other products on the market that can satisfy the requirements listed above. The 3 user
multi-user feature that is the defining feature of this project and therefore strictly required is not available from
any other manufacturer or any other product.

3. State why the product(s) and/or service(s) are available from only one source and how that
determination was made. Explain the research conducted to support this claim.
Digital Projection is the only manufacturer that fulfills the imaging, multiplexing, resolution, brightness, and user
capacity requirements that meet the scope of the project.
Other manufacturers in the large projector market that could potentially have products that could fulfill the
requirements are Barco, Christie Digital, Sony and to a lesser extend NEC and Epson. They all have projectors
that can fulfill the basic requirements (resolution and brightness), but none of their products feature any of the
multi-user 3D stereo capabilities. Several, but not all, products allow a single user stereo mode. The closest
alternative is the Barco Dual-eye-point feature that is available for some of their projectors
(https://www.barco.com/en/product/dual-eye-point), but this can only support 2 users at the most, not the 3
required by the project.
4. Provide an explanation to support the belief that the price is fair and reasonable.
The price is on the higher end of the spectrum, which is not surprising for a new product with unique features.
However, the manufacturer is willing to give us a substantial discount on the list price for the 4 projectors (47%
discount according to quote), which brings these projectors to a unit price of about $100,000, which is squarely
in the field of similar products, even with the unique features required for the project and the fact that it is a
brand-new product.
