The Town of Front Royal requests qualifications from engineering firms licensed to do business
within the Commonwealth of Virginia with experience in the abatement of inflow and infiltration
into a sanitary sewer system. Respondents and respondents’ qualifications will be evaluated on
the basis of prior experience with engineering and consulting work involving the same or similar
projects as this, and the ability to be available to the Town as needed. This Contract shall be in
effect beginning with the date of the final signature on the contract and continuing (if not
otherwise terminated pursuant to the terms of this agreement) through twelve (12) months with
the option of three (3) one-year renewals on the anniversary date, if agreed to by both parties, for
a maximum total contract period of four (4) years, in accordance with the enclosed statement of
needs and terms.

staff members who would be assigned the work, and a summary listing of similar projects
conducted by the firm should be submitted to:

Sealed Statements of Qualifications will be received until 2:00 P.M., Thursday, October 24th,
2019.
All Statements of Qualifications received after that date and time would not be accepted. The Town
of Front Royal is not responsible for delays in the delivery of the mail by the U.S. Postal Service,
private couriers, or the interoffice mail system. It is the sole responsibility of the Offeror to ensure
that their Statement of Qualifications reaches the Town of Front Royal by the designated date and
hour. Faxed or emailed Statements will not be accepted. The outermost envelope should be clearly
marked “STATEMENT OF QUALIFICATIONS SS I&I ABATEMENT”.

Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict
competition. On the contrary, all responsible firms are encouraged to submit the requested
information.
The awarding authority for this contract is the Town of Front Royal. It is understood and agreed
that the contract generated from this Statement of Qualifications shall be subject to annual
appropriations by the Town of Front Royal Town Council. Should the Council fail to appropriate
funds for the contract, the contract will be terminated when funds are exhausted. There shall be
no penalty should the Council fail to make annual appropriations for the contract.
The Town of Front Royal reserves the right to accept or reject any and all submittals; to waive
informalities; to negotiate with the lowest qualified Offeror in order to stay within available
budget funding; and to award the project as deemed in its judgment to be in the best interest of
the Town of Front Royal.
All Offerors shall abide by all applicable State and Federal laws.
The Town of Front Royal does not discriminate against small and minority businesses.
PART ONE - INTRODUCTION
The Town of Front Royal (hereinafter called the “Town”) requests qualified engineering
firms to submit a Statement of Qualifications for basic engineering services related to the Town’s
Sanitary Sewer Evaluation Study and other engineering services for a one-year period with the
option of three one-year extensions. This request is being issued with the intent to enter into a
Contract for Services with the selected firm. A sample copy of the Town’s contract is attached.
The selected firm will work in partnership with Town staff for implementation of work to reduce
and/or eliminate inflow and infiltration into the Town’s sanitary sewer system. The selected firm
will have demonstrable experience in providing assistance with this type of work to government

entities and other organizations of similar size and complexity in the region, and have the staff
capacity and expertise to do so for the Town of Front
PART TWO - BACKGROUND
The town of Front Royal owns and operates a Wastewater Treatment Plant, and
collection system. The Town is under a regional Consent Order with the Virginia Department of
Environmental Quality. The work outlined in the Consent Order includes inspection of sanitary
sewer infrastructure, update sanitary sewer model with new information, and development of a
rehabilitation/replacement work plan. The Town of Front Royal has been addressing the
Consent Order during the last ten years. This project needs to continue forward as funding is
appropriated. The work outlined in this request is under a strict budget and timeline and
completion of the work in a timely fashion is critical.
PART THREE - OBJECTIVE
The objective of this Request for Qualifications is to select a qualified firm to provide the
Town of Front Royal with professional services for continuation of work outlined in the DEQ
Consent Order to reduce below target level and/or eliminate inflow and infiltration into the
Town’s sanitary sewer system. The selected firm shall determine basins and designate the worst
ones which need to be addressed promptly. The selected firm shall develop a flow monitoring
strategy and monitor Wastewater Treatment plant flow during dry and wet conditions to establish
where the inflow and infiltration is entering the system. This shall include two wet periods
(spring and fall), and seven months of flow data with a minimum of four monitor stations. The
Town may extend the flow monitoring time frame at our discretion. Rain Gauge equipment will
need to be established at the Wastewater Plant. Line flushing and/or televising the lines that may
be required will be provided by the Town.
The main tasks will be to provide a detailed project schedule outlining time requirements
and date of completion, milestone dates for deliverables to the Town, and submission dates to be
reviewed and approved by the Town. A detailed cost/benefit analysis shall be provided for the
Town to determine any remedial actions that may need to take place at a later date. The work
may include follow up inspection, design work and construction management of projects
resulting from the SS I&I investigations, and/or other work related to the regional Special Order
by Consent for Sanitary Sewer Overflows.
PART FOUR - FORMAT OF THE STATEMENT OF QUALIFICATIONS
Interested firms shall submit six (6) copies and one (1) digital copy of their qualifications
to the Town of Front Royal. Statement of Qualifications should be as thorough and detailed as
possible so that the Town may properly evaluate the firm’s ability to provide the required
services. Each copy of the Statement of Qualifications should be bound or contained in a single
volume where practical. All documentation submitted should be contained in that single volume.
A. Contents The firm shall submit the following items as a complete Statement of
Qualifications:

1. Title Page Show the subject, date, name of the firm, local address, telephone number, fax
number, email address and full name and title of the main contact person.
2. Letter of Transmittal - Include the items listed below for the firm, all members of the
team who will be working on this project, and for any subcontractor firms.
3. Organizational information Include a summary of the organization structure, size of
firm, brief history, areas of expertise which qualifies the firm for this work, and the range
of services proposed for this project.
4. Inspection Team Identify each person who will participate in this project and the role of
each. Provide a list of key individuals who will be assigned to the project, their roles in
the project, and the resume of each team member.
5. Design Team Identify each person who will participate in this project and the role of
each. Provide a list of key individuals who will be assigned to this project, their roles in
the project, and the resume of each team member.
6. Provide a description of the previous experience of the firm and a detailed list of similar
projects the firm or team members have completed. Identify the specific role the firm or
individual played with each project included. Include a list of all work done for the
Town of Front Royal.
7. Provide names, addresses and telephone numbers of individuals or firms who may be
contacted for reference and have knowledge of your expertise in performing this type of
project.
8. The current workload of the firm and ability to complete projects expeditiously.
The submitted Statement of Qualification shall be signed by an authorized representative of the
firm. All information requested must be submitted. Failure to submit all requested information
may result in the rejection of that Statement.
PART FIVE - EVALUATION AND AWARD CRITERIA
A. Evaluation of QualificationsAll Qualification Statements will be reviewed by
the Town Engineer’s Selection Committee and a "short list" of firms will be
selected for interviews in accordance with State and Town codes for procurement
of professional services. Final selection will be based on both the written
submissions and the oral presentations.
B. Evaluation Criteria The following criteria will be used in the evaluation and
qualifications for determining a shortlist of best-qualified consultants for
subsequent negotiation of the scope of work and fees for the project. Consultants

are required to address each evaluation criterion in the order listed and to be
specific in presenting their qualifications:
1. Experience and examples of comparable SS I&I work
2. Knowledge and experience with Town of Front Royal sanitary sewer
system and the SS I&I plan
3. Demonstrated ability to respond in a timely and efficient manner
4. Names and qualifications of personnel who will be assigned to the project
5. Current and projected workload and availability of project team
6. Description and qualifications of other consulting firms that may be
involved with the project
7. Demonstrated understanding of funding resources and budgeting
C. Award of Contract The selection process shall be in accordance with Section
2.2-4303 of the Code of Virginia (1950), as amended.
PART SIX - GENERAL TERMS AND CONDITIONS FOR PROFESSIONAL SERVICES
A. Submission of Qualification Statements: Failure to submit qualification
statements in accordance with the requirements set forth in this solicitation is
cause for rejection of the Statement of Qualifications. However, the Town
reserves the right to decide, on a case-by-case basis, in its sole discretion, whether
or not to reject such a statement.
B. Clarification of Terms: If any prospective Offeror has questions about the terms
contained in the solicitation documents, the prospective Offeror should contact
the Alisa Scott, Purchasing Manager, no later than five working days before the
due date. Any revisions to this solicitation will be made only by addendum by the
Town.
C. Qualifications of Prospective Offeror: The Town may make such reasonable
investigations, as it deems proper and necessary to determine the ability of the
firm submitting a Qualification Statement. The Town reserves the right to reject
any submittal if the statements submitted by the firm, or investigations of the
firm, fail to satisfy the Town that the firm is properly qualified to carry out the
obligations of the contract and to complete the work contemplated therein.
D. Changes to the Contract: After a task is agreed to, the Town may order changes
within the general scope of the contract at any time by written notice to the
Engineer. The Engineer shall be compensated for any additional costs incurred as
a result of such order. Said compensation shall be determined by mutual
agreement between the parties in writing.
