Project Description: Sealed Bids for the construction of Miller Drive Drainage Improvements will be received online by Manheim Borough via the PennBid Program until 1 pm local time on Monday, September 29, 2025 at which time the Bids will be made available online. The Project consists of installation of storm pipe and asphalt paving for Miller Drive in Manheim Borough.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis.

Bid Security in the amount of 10% of the Bid amount, the Workmen’s Compensation Affidavit, Public Works Employment Verification Form, and a Non-Collusion Affidavit must accompany the Bid in accordance with the Instructions to Bidders.
Bids shall remain open for a period of 60 days from the date of Bid opening. Bids may not be withdrawn during this period. The successful Bidder shall be required to furnish performance and payment bonds in the amount of 100% of the Contract Price in accordance with the Instructions to Bidders.
Notice is hereby given to bidders that construction of this project is being funded, in part, by a federal grant provided to Lancaster County from the U.S. Dept of Housing and Urban Development and is subject to the Davis Bacon Act of March 3, 1931, as amended. Wages must be paid by contractors according to the U.S. Department’s Wage Decision included in the specifications. All bidders must also comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968; the Executive Order of 11246 or any other order which prohibits discrimination in employment. All bidders are advised that an executed Attachment B from the Section 3 Action Plan included in the specifications must be submitted or the bid will be rejected as non-responsive.
Qualified Minority and Women Owned Businesses (MBE/WBE) are encouraged to respond to the Invitation to Bid.
Manheim Borough hereby reserves the right to reject any and/or all bids submitted or any part thereof or item therein. The Owner also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in bids received.
