RFP NO. 26-08 WATERFORD TOWNSHIP CAPITAL IMPROVEMENT PLAN PROJECT
Sealed RFPs for the project entitled “RFP NO. 26-08 WATERFORD TOWNSHIP CAPITAL IMPROVEMENT
PLAN PROJECT” for the Charter Township of Waterford will be received at the Clerk’s Office, 5200 Civic Center
Dr., Waterford, Michigan 48329 on or before, but not later than 2:00 pm, local time on August 26, 2026. All RFPs
received will be publicly opened and read aloud at that time.
All RFPs shall be delivered to the Waterford Township Clerk’s Office in sealed envelopes. The outside of the
envelope containing the RFP shall bear the name of the Bidder, their address, license number if applicable, and
the name of the project for which the RFP is submitted.
The scope of this contract shall include all professional services necessary to prepare design, engineering, permitting,
bid documents, and insurance by the Bidder for implementation of: RFP NO. 26-08 WATERFORD TOWNSHIP
CAPITAL IMPROVEMENT PLAN PROJECT in accordance with these entitled specifications.
RFP documents may be obtained through Michigan Intergovernmental Trade Network (MITN) at
www.bidnetdirect.com/mitn or Waterford Township’s website www.waterfordmi.gov on or after August 3, 2026. A
public viewing copy is available at the Waterford Township Clerk’s Office, 5200 Civic Center Dr., Waterford, MI
48329.
A bidder will be permitted to withdraw their RFP unopened after it has been deposited, if such request is received
prior to the time specified for opening RFPs and provided that their identity is made known and the responsible party
signs for the RFP. No RFP shall be withdrawn after the opening of the RFPs without the consent of the Township for
a minimum of ninety days (90) from the scheduled time for closing RFPs.
The Township reserves the right: to accept any or all alternative RFPs; to award the Contract to other than the lowest
Bidder; to waive any irregularities of informalities, or both; to reject any or all RFPs; and in general, to make the
award of the Contract in any manner deemed by the Township, in its sole discretion, to be in the best interest of the
Township. Conditional RFPs will not be considered.

26-08 WATERFORD TOWNSHIP CAPITAL IMPROVEMENT PLAN PROJECT
PROJECT DESCRIPTION
The Charter Township of Waterford (“Township”) has been allocated Community
Development Block Grant-Disaster Recovery (CDBG-DR) Planning funds distributed
through the Michigan Economic Development Corporation (MEDC) for the resiliency
planning for the Township.
The Township is seeking proposals from qualified consulting firms (“Consultant”) to
provide consulting, project management, planning, surveying, and engineering services to
provide resiliency evaluations of Township facilities, the development of engineered plans
to address the continued flooding of the Township Campus retention pond, and manage
the development of a Capital Improvement Plan (CIP) and process for the Township.
The Township has allocated approximately $163,000 in grant supported funds to this
project. The primary focus areas for this project will be:
• Resiliency assessments for Township facilities
• Development of an engineered plan to address flooding of the Township campus
retention pond
• Development of a comprehensive CIP for the Township with ongoing procedures

PRE-SUBMITTAL MEETING
No mandatory pre-submittal meeting has been scheduled for this project. However,
prospective consultants may request a site visit through the Township's designated contact
person.

Consultants shall submit six (6) hard copies and one (1) electronic copy of their proposal
no later than August 26, 2026, at 2:00 P.M. clearly labeled "WATERFORD

The Consultant's name and address shall be clearly marked on the outside of the envelope.
Proposals received after the specified deadline will not be accepted and will be returned
unopened. Faxed or emailed proposals will not be accepted.

Subject lines must display "WATERFORD TOWNSHIP CAPITAL
IMPROVEMENT PLAN PROJECT". Questions must be submitted no later than the
date identified in the Proposal Timeline. Responses to questions, if necessary, will be
issued in the form of written addenda and posted by the Township.
CONSULTANT SELECTION OBJECTIVE
The Township is seeking a multidisciplinary team with demonstrated experience in project
management, engineering design, and resiliency evaluations.
Preference may be given to teams that demonstrate successful experience implementing
similar projects.
GENERAL SCOPE OF SERVICES
The selected Consultant shall provide all professional services and coordination necessary
to complete the scope of services and deliverables described below.
1. Evaluations of Township Facilities.
Perform evaluations of Township properties outside of the central Township
Campus to identify weaknesses in emergency response and preparedness. This is
particularly focused on emergency response facilities and facilities housing the
general public. These evaluations should include assessments such as:
• Ability to maintain emergency operations during storm events
• Availability of emergency shelter locations and notification systems
• Barrier-Free assessments
• Identification of flood risks

• Identification of other public safety risks
• Written report of all findings identifying deficiencies
• Cost and time estimates for corrections
2. Development of engineered plans to address Township Campus retention pond
flooding.
The Township Campus has a regular history of flooding during storm events. The
Township requires an evaluation and design of engineered plans to correct and
prevent future flooding of the stormwater retention pond. Developed plans should
be shovel ready and shall be prepared in accordance with applicable Township and
industry standards and include:
• Topographic survey
• Civil engineering plans
• Grading and drainage plans
• Utility coordination plans
• Construction details
• Bid documents and technical specifications
• Engineer's Opinion of Probable Cost
3. Development of a Capital Improvement Plan (CIP)
The Township will require the Consultant to develop a process and procedure, and
guide Township staff through development and implementation of a comprehensive,
annual 6-year CIP as required by the Michigan Planning Enabling Act and MEDC
Redevelopment Ready Communities (RRC) Best Practices that will be incorporated
into the Township’s annual budgetary cycle. The Consultant will design and
facilitate the entire first year CIP process, including adoption, and training of staff
and boards for continued review and implementation. This process will include but
is not limited to:
• The completed CIP must meet the applicable requirements of the Michigan
Planning Enabling Act and MEDC Redevelopment Ready Communities (RRC)
Best Practices.
• Identification and training of involved staff and boards including the Board of
Trustees and Planning Commission responsibilities under the Michigan
Planning Enabling Act.
• Lead Township staff through full development of the first-year comprehensive
CIP and preparation for future year execution by Township staff.
• Develop a defensible scoring and prioritization methodology for proposed
projects that includes considerations for legal or regulatory obligations, public
health and safety, infrastructure condition, resiliency, consistency with the
Master Plan and other adopted plans, operational necessity, service delivery,
community benefit, availability of outside funding, project readiness, fiscal
impact, and other Township priorities.
• Develop an inventory of facilities with evaluations of conditions.
• Coordinate with all departments to identify and document capital improvement
needs and priorities.
