TWIN YAMAHA 250 HP MOTORS
Pursuant to NCGS 143-129, sealed bids addressed to Lena Butler, Purchasing
Supervisor, 230 Government Center Drive, Suite 165, Wilmington, NC 28401
and marked “RFB-PURCHASE OF YAMAHA 250 HP MOTORS” will be
accepted until 3:00 P.M. EST, Thursday, August 20, 2026.
Bids will be opened publicly in the Government Center Multipurpose Conference
Room 136 located at 230 Government Center Drive, Wilmington, NC 28403.
New Hanover County Sheriff’s Office is seeking competitive bids for the
Purchase and Installation of TWIN YAMAHA 250 HP MOTORS to be installed
on a 2010 25-foot Silvership Full Cabin Marine Vessel currently configured with twin
outboard engines.
Instructions for submitting Bids and complete requirements and
information may be obtained by visiting the County’s website at
https://www.nhcgov.com/bids.aspx.
New Hanover County Board of Commissioners reserves the right to accept
or reject any or all Bids, to waive any minor defects, and to make the
award which will be most advantageous to the County.

2.2 – Preparation of Bid
2.2.1 Bidders are instructed to submit their Bid in a sealed envelope clearly
marked “RFB PURCHASE & INSTALLATION OF TWIN YAMAHA 250 HP
MOTORS” and addressed to:
New Hanover County
Attn: Lena Butler, Purchasing Supervisor
230 Government Center Drive
Wilmington, NC 28403
2.2.2 The deadline for Receipt of Bids is Thursday, August 20, 2026, at 3:00
PM EST.
2.2.3 Bids received after the time and date for closing will not be accepted.
2.2.4 No telephone or facsimile Bids will be accepted.
2.2.5 Completion of Bid Form (Price Sheet): Bidders are expected to examine
the specifications herein, the schedule and all instructions. Failure to
do so will be at the bidder’s risk.
Each bidder shall furnish the information required on the price sheet.
BIDS NOT SIGNED WILL BE DEEMED NONRESPONSIVE AND
REJECTED.
All prices and notations shall be written in ink or typed. Discrepancies

between words and numerals will be resolved in favor of words.
Changes or corrections made in the bid must be initialed by the
individual signing the bid. No corrections will be permitted once bids
have been opened.
2.3– Questions
Questions concerning this solicitation should be directed to Lena Butler,
Purchasing Supervisor, by emailing lbutler@nhcgov.com. Please include in the
subject line "Questions RFB PURCHASE & INSTALLATION OF YAMAHA 250 HP
MOTORS.” Questions will be received until Monday, August 10, 2026, at 5:00
PM EST.
2.4 – Answers to Questions
An addendum summarizing all questions and answers will be posted to the
County's website on Thursday, August 13, 2026. Bidders who have notified
the County of their intent to submit along with their email address (see 2.6 –
Intent to Submit) will be sent the addendum upon posting. All are encouraged
to visit our website at https://www.nhcgov.com/bids.aspx to check for the
issuance of any addenda before submitting your Qualification Statement.
2.5 – Communication
Bidders may not have communications, verbal or otherwise, concerning this
RFB with any personnel or boards from New Hanover County, except the
person listed in this section, which is Lena Butler, Purchasing Supervisor. Send
an email to lbutler@nhcgov.com. If any bidder attempts any unauthorized
communication, the bid may be rejected.
2.6 - Intent to Submit
It is requested that all Bidders who intend to submit Bids for this project send
an email to Lena Butler, Purchasing Supervisor, lbutler@nhcgov.com. Please
include in the subject line "INTENT TO SUBMIT RFB PURCHASE &
INSTALLATION OF YAMAHA 250 HP MOTORS.”
2.7 - Cost of Preparation of Bids
Costs incurred by prospective Bidders in the preparation of the response to

this RFQ are the responsibility of the Respondent and will not be reimbursed
by The County.
2.8 Bid Opening
The bid deadline is Thursday, August 20, 2026, at 3:00 PM EST. Bids will be
opened and read aloud immediately after the closing time.
Bids will be opened publicly in the Government Center Multipurpose
Conference Room 136 located at 230 Government Center Drive, Wilmington,
NC 28403.
2.9 – Award
Award “shall be made to the lowest responsive responsible bidder” taking into
consideration the specifications and requirements detailed in the RFB.
2.10– Authorized Signature
Signature Forms must be signed by an authorized individual of the
Respondent. Forms that are not signed may cause the submittal to be
rejected.
2.11–Ownership of Documents
All Bids and accompanying documentation will become the property of New
Hanover County at the time the Statements are received and opened and; as
such, they will not be returned to the Respondent.
2.12 - Trade Secret Confidentiality
Upon receipt of your Bids by New Hanover County, your submittal is
considered a public record except for material which qualifies as "trade
secret" under N.C. General Statute 132-1.2. After opening, your submittal will
be provided to County staff and others who participate in the evaluation
process, and to members of the general public who submit public records
requests.
To properly designate material as trade secret under these circumstances,
each Respondent must take the following precautions: (a) any trade secrets
submitted by a Respondent must be submitted in a separate file marked
"Trade Secret - Confidential and Proprietary.
