Description
Scope of Work for Sources Sought
Project 662-005, Seismically Mitigate Prosthetics/Research Building, Bldg 5Â

This project will seismically retrofit, renovate, and modernize Building 5 at the San Francisco VA Medical Center at Ft. Miley. This project will also correct Physical Security deficiencies to comply with VA PSRDM standards. The existing 5,318 square foot two-story building was constructed in 1934 and is located within the campus Historic District.
A 15% (SD-1) RFP Design and Solicitation package was prepared to be used as a basis for the project. The current design solution includes plans to seismically retrofit Building 5 by reinforcing and thickening existing exterior walls at the Northeast and Southwest and providing new shear walls at the center of the building. New grade beams and micro piles will be provided beneath all new shear walls. Additionally, the existing seismic joint between Building 5 and Building 2 will be evaluated and potentially modified. The structural construction activities contained in this project will necessitate the demolition and removal of HVAC, plumbing, electrical, fire protection, and telecommunications equipment.
The SD-1 design includes replacement of architectural finishes throughout all areas of the building including floors, walls, wall finishes, and ceilings. Accessibility will meet ABAAS and VA Barrier Free Design Standard (PG-18-13) requirements.
The existing HVAC system will be removed and replaced. Additionally, all existing light fixtures and plumbing fixtures will be removed and replaced with new energy efficient models.
Physical security upgrades will include provision of anti-shatter film on ground floor exterior windows and windows immediately adjacent to areas of traffic. Additionally, dual-authentication card readers with two-way intercom will be installed to protect access into Building 5.
An automatic fire sprinkler system shall be provided throughout the project area in accordance with NFPA 13.
New telecommunications systems shall be provided in conformance with PG-18-10 Telecommunications and Special Telecommunications Systems Design Manual
During the construction phase of this project, the building will be fully vacated.
All design and construction shall conform with the latest issue of VA Design Manuals in addition to all applicable Codes and Standards. Submissions shall be in accordance with PG 18-15 Volume DB (Design-Build Projects and Volume F (Seismic Upgrade Projects).

A Site Visit will be conducted on May 29, 2025 commencing at 0900 beginning with a briefing and then a job walk. All questions should be submitted in writing so that an amendment can be drafted and provided to all interested parties.
