This solicitation is for a General Contractor/Construction Manager-at-Risk (“GCCM”) to provide preconstruction services during the design process of a Little Rock Water Reclamation Authority (“LRWRA”) project that will involve the development of a sewer extension to allow for growth in the Port of Little Rock. The sewer extension project will include the design and construction of a new pump station and force main. The Contractor shall be familiar with the GCCM delivery method, as this project will be delivered through a GCCM process. The GCCM will provide the services for the project in a two (2) phase approach, preconstruction and construction. Responders should demonstrate their experience with providing GCCM services.

Requests and inquiries from minority and women owned enterprises (MBE/WBE) are encouraged. Request for Qualifications (RFQ) packages will be available from Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas 72204. Interested firms are invited to secure RFQ packages by contacting Kira Wise, phone 501-688-1427 or email kira.wise@lrwra.com. Contacting by email is preferred so that the RFQ package can be sent electronically.

The RFQ package includes descriptions of services required, an outline for presentation of qualifications, and the method of selection. Firms desiring consideration must submit their response to the RFQ to Kira Wise, Little Rock Water Reclamation Authority, 11 Clearwater Drive, Little Rock, Arkansas 72204, no later than 10:00 a.m. on September 25, 2026.

The selection process will conform to the state law defining procurement of professional services, A.C.A. 19-11-801.

Little Rock Water Reclamation Authority encourages participation of small business enterprises and veteran-owned businesses in the procurement of goods, services, professional services, and construction services. It is further requested that whenever possible, businesses seek qualified small and/or veteran-owned businesses to partner with them.

Little Rock Water Reclamation Authority reserves the right to reject any or all submittals, to waive any informality or irregularity in the submittals received, and to accept a submittal which is deemed to be in the best interest of Little Rock Water Reclamation Authority.

Communications regarding this solicitation shall only be directed to the person designated herein. LRWRA has an absolute prohibition against any communication or contact (“Cone of Silence”) with any other LRWRA personnel, LRWRA consultant, or LRWRC regarding this solicitation. The prohibition begins with this publication of the RFQ; remains in place through the solicitation and award process, and ends only after LRWRA has executed a contract with the successful responder. The prohibition is suspended only when the designated LRWRA person initiates or consents to a meeting or communication to clarify the solicitation or for other solicitation-related action. A violation of the cone of silence may result in the disqualification of the offender’s RFQ submission.
