Five Ponds Golf Course Clubhouse - Plumbing and Fire Protection

Project Description: Warminster Township will receive sealed bids online via the PennBid website for Contract 2026-11: Five Ponds Golf Course Clubhouse. Sealed bids may be submitted and updated online until 11:00 A.M., prevailing time on September 22, 2026 at which time the bids shall be publicly opened and read aloud at the Township offices at 401 Gibson Avenue, Warminster, PA 18974.
The Work to be completed under this contract includes a base bid for work associated with the construction of the new clubhouse at the Five Ponds Golf Course. The existing building and its foundations will be demolished and disposed of under a separate contract. Contracts were previously awarded for General Construction, Mechanical Construction, Electrical Construction, and Roofing Construction.
Bids will be received for the following construction contracts:
1. Plumbing Construction
2. Fire Protection Construction
Prospective Contractors must submit Appendix G – Contractor Responsibility Certification Form for their firm and all anticipated subcontractors at least fourteen (14) calendar days before the specified bid submission deadline. Failure to submit a contractor responsibility certification form, including forms for any anticipated subcontractors, by the aforesaid deadline (September 08, 2026) will automatically disqualify any firm from submitting a bid or proposal for a contract.
The project shall be substantially completed within three hundred eighty-five (385) calendar days after the date when the contract times commence.
All Bid Documents and solicitation details are available at no cost at PennBid. A nominal fee of $6,000 is assessed only to bidders awarded contracts. All addenda and RFI’s will be managed through Penn Bid. No RFI’s will be considered after the date indicated at the pre-bid meeting or seven days prior to the bid submission deadline.
This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act, as amended, and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry for work valued at over $25,000. If the Contract Price exceeds $75,000, the project is subject to the Township’s Responsible Contractor Requirements. Regardless of Contract Price, the required Contractor Responsibility Forms and supporting documentation must be provided by the deadline specified for bid eligibility.
All bids shall remain subject to acceptance for 60 days after the Bid Opening or for such period of time that Bidder may agree to in writing upon request. Bids may be withdrawn within two (2) business days after the opening of Bids only by the withdrawing Bidder's strict compliance with 73 P.S. §1602 and any subsequent amendments.
Warminster Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informality in the bids.
The project will be managed by Warminster Township.
