PROFESSIONAL DESIGN SERVICES FOR FIRE STATION 16
ANNOUNCEMENT
The Bulloch County Board of Commissioners (herein after referred to as the "County") is
accepting Statements of Qualifications (SOQ) from GDOT Prequalified Consultants to provide
Professional Services for Civil Engineering Design Services as further described and stated in
this Request for Qualifications (RFQ). Interested Consultants shall employ a minimum of 50% of
the personnel providing professional services during the term of this agreement with Bulloch
County and must also appear on the GDOT Prequalification List for providing services in the listed
area classes, no later than the deadline for receipt of all submissions. The deadline for receipt of
all submissions is 2:00 PM EDT, Friday, Sept. 25, 2026, where each will be recorded as received.
Interested Consultants shall file all documents necessary to support its submittal, as prescribed.
A Request for Qualifications (RFQ) package may be requested from Bulloch County at
procurementeng@bullochcounty.net or by going to the Bulloch County procurement website:

Revisions to any part of this RFQ will be posted to the beforementioned websites. Interested
consultants are responsible for checking the aforementioned procurement websites periodically
for any revisions posted during the public advertisement period. Interested consultants are
reminded to acknowledge receipt of all amendments, addenda, and changes issued in connection
with this RFQ by including a signed copy of each acknowledgement form along with the sealed
proposal. Failure to provide the before described acknowledgement form shall result in the
submitted proposal being found nonresponsive and therefore not considered for this RFQ
advertisement.
Each Consultant is responsible for the actual delivery of submittals either through electronic
delivery at procurementeng@bullochcounty.net or physical delivery of submittals during normal
daytime hours of operation Monday-Friday (8:00 AM to 5:00 PM) to the Procurement Office,
Bulloch County Board of Commissioners, North Main Annex, 115 North Main Street, Statesboro
Georgia 30458. If physical delivery is selected, an ORIGINAL PROPOSAL along with THREE (3)
copies and ONE (1) electronic copy on a thumb drive must be submitted in a sealed clearly

Electronic submittals or hand-delivered sealed submittals received after the proposal
submission deadline of Sept. 25, 2026, at 2:00 PM EDT will be rejected. Electronic
submittals or hand-delivered submittals received on or before Sept. 25, 2026, at 2:00 PM
EDT will be recorded as received at the date and time of receipt and placed in a secure
designated location to prevent disclosure of contents to competing consultants. Cost for
the requested services shall be included as part of the consultant's proposal and will be
evaluated as a component of the overall scoring process with the understanding the
hourly rate will be used in negotiations with the highest-ranked consultant. The County
will evaluate and score each proposal in accordance with the evaluation criteria
established in this Request for Proposals, including both technical qualifications and
proposed cost. Following completion of the evaluation process, proposals will be ranked
based upon their total composite scores. Upon completion of the evaluation and ranking
process, the County Engineer will request approval from the Board of Commissioners to
proceed with contract award negotiations with the highest-ranked consultant. If approved
by the Board of Commissioners, the County Engineer will enter negotiations with the
highest-ranked consultant to finalize contract terms and conditions consistent with the
submitted proposal. If the County and the highest-ranked consultant are unable to
successfully negotiate acceptable contract terms within a reasonable period of time, the
County reserves the right to terminate negotiations and initiate negotiations with the next
highest-ranked consultant. This process may continue in descending order of ranking until
a contract acceptable to both parties is successfully negotiated and executed, or until all
proposals have been exhausted.
Consultant Prequalifications
Prime Consultants are defined as the firm submitting the Statement of Qualifications (SOQ) and
the firm with whom Bulloch County will contract. The Team is defined as the Prime Consultant
and their sub-consultant, who are considered team members. The Prime Consultant must be
prequalified in the Area Classes identified below in Section A. The Prime Consultant or the sub-
consultant team members must be prequalified in the Area Classes identified below in Section B.
Respondents should submit a summary form which details the required Area Classes for the
Prime Consultant and the sub-consultants or joint venture of consultants on the team listed in the
SOQ. The Area Classes listed on the summary form must meet all required Area Classes or the
team will be disqualified. The Prequalification Expiration Date must be current by the deadline
stated for this RFQ, Sept. 25, 2026, 2:00 PM EDT.

The following content and order shall be contained in your Statement of Qualifications (SOQ).
Please do not add any marketing material unless it is relevant to explaining your approach to
providing professional services. Non-extraneous and supplemental attachments and explanations
are acceptable. Prose and style should be straightforward and not superfluous. Limit submission
to no more than fifteen (15) pages with minimum font size ten (10) and using page dimensions 8
12 Inch X 11 Inch. Maximum page count excludes mandatory signed forms, cover-page, back-

VI. Resources/Workload Capacity
a. Provide information regarding resources and workload capacity of each Key Team
Member dedicated to the delivery of Civil Engineering & Design services as
follows:
i. Organizational chart identifying the Principal-in-Charge, Project Manager, Civil
Engineering Designer, CAD Draftsman, other support personnel, and reporting
structure.
ii. Primary Office - Identify and discuss the Consultant's primary office that will
be responsible for handling the specific tasks, number and types of staff
employed by the office, and how those employed by this office will benefit the
project and promote efficiency.
iii. Additional Resources and Abilities - Provide information regarding any
additional resources and abilities identified as important to the delivery of Civil
Engineering & Design services, discuss how these resources and abilities will
integrate and work together, and how the team can deliver the required
services on schedule given their current and future workload capacity. Provide
a list of commitments on which the proposed Key Team Members are currently
committed which will enable the County to understand the availability and
dependability of each. or exceed expectations throughout the term of service
delivery.
iv. Principal-in-Charge, Project Manager, Civil Engineering Designer, CAD
Draftsman Commitments Table - Advantages of your team and abilities of your
team members which will enable Civil Engineering & Design services to be
met.
Criteria for Evaluation of Submissions
Immediately following the proposal submission deadline of Sept. 25, 2026, 2:00 PM EDT, the
County will begin the proposal evaluation period. Each proposal will be evaluated and scored
using the criteria below.
65% Factor: Detailed qualifications of the Prime Consultant's Company and overall history of
delivering Civil Engineering & Design services to local governments in Georgia
25% Factor Detailed cost proposal for the delivery of the phased work approach. Provide
hourly cost...etc.
10% Factor Past work experience providing Civil Engineering Design services and client
references.
Upon completing evaluations for all proposals, the technical review committee will recommend a
hierarchy of consultants to the County Engineer for consideration. The County Engineer will
request approval from the Board of Commissioners, at its next subsequent regular Board meeting,
to enter into negotiations based upon the established hierarchy of consultants.

to waive any technicalities or informalities associated with this RFQ it deems is in the best interest

TERMS AND CONDITIONS
Disqualification: Submissions may be disqualified for: a) receipt of the proposal by the County
past the stated deadline; b) any irregularities; c) failure to complete requested information
correctly; or d) failure to comply with restrictions to consultants. If in the opinion of the Bulloch
County Board of Commissioners, the consultant is not in a position to perform the contract, the
statement may be disqualified. The County reserves the right to waive any minor informality or
irregularities.
Restrictions to Consultants: No employee of Bulloch County shall have a financial interest either
directly or indirectly in the purchase of or contract for any goods or services, nor in any firm,
corporation, partnership, limited liability company, or any other legal entity furnishing any goods
or services to Bulloch County or any of its departments. For the purposes of this provision, an
indirect financial interest includes, but is not necessarily limited to, the financial interest of an
employee's spouse.

Lawsuits/Bribery: Prospective Consultants shall disclose any record of pending lawsuits, criminal

Liability: The County is not liable for any cost incurred in the preparation of the submission. Nor
is the County bound by any information provided unless reduced to writing and distributed as a
written addendum.
Reservations: The County reserves the right to reject any or all submissions, to award in whole
or in part and to waive minor immaterial defects in submissions. Negotiations may be necessary
to complete the contract.
Clarification of submittals: The County reserves the right to seek clarification of any point in a
respondent's submission, or to obtain additional information.
Exceptions: Conditional proposals or those that take exception to the specifications will be
considered only at the discretion of the Project Manager.
Indemnification: The Consultant agrees to indemnify, hold harmless, and defend the County, its
officials, and employees (hereinafter collectively "the indemnitees") from and against any and all
claims, damages, liabilities, suits, proceedings, costs, and expenses of litigation (including,
without limitation, reasonable attorney's fees) related to or arising in any way out of the
performance of this Agreement, unless such is attributable to the sole negligence of the
indemnitees. The indemnity obligation of the Consultant will survive the expiration or termination
of this Agreement.
Correction or withdrawal of proposals, cancellation of awards: Correction or withdrawal of
proposals before or after opening, or cancellation of awards or contracts may be permitted only
to the extent that the Consultant can show by clear and convincing evidence that a mistake of
non-judgmental character was made, or where the award or cancellation is in the best interest of
the County.
County Obligations: Bulloch County has a standing policy to disqualify or withhold compensation
to vendors, consultants, and design professionals from compensation or doing business with the
County if there are existing obligations to Bulloch County for any liens, ad valorem taxes, licenses,
or other financial remittances due to the County.
Award: Award, if made, may be with the Consultant that is selected by the proposal review
committee based on scoring using the evaluation criteria set forth herein; however, the County
reserves the right to reject any and all submissions and to waive technicalities or informalities
associated with the submission, and to make the award that it deems is in the best interest of the
County. The Consultant to whom the award is made will be notified at the earliest possible date.
The County reserves the right to reject any submission from a consultant who has previously
failed to perform properly, or to complete on time contracts of a similar nature.

Contract: The successful Consultant will be required to execute a contract in the form attached
as an example hereto as an Attachment. The project schedule shall be defined in the notice to
proceed and be complete according to the time schedule set forth in the contract. Time is of the
essence.
Insurance: The County's preference is to establish Insurance requirements with the selected
Consultant during negotiations. However, the selected Consultant should be prepared to provide
the following minimum Insurance requirements. The selected Consultant shall provide proof of
purchase from and maintain with a company or companies authorized to do business in the state
of Georgia the following types of insurance:
A. Statutorily required workers' compensation insurance.
B. General comprehensive liability insurance, with an endorsement naming the
County and its officials, officers, and employees as additional insureds, and with
limits of not less than $1,000,000 per occurrence and $2,000,000 aggregate.
C. Auto liability insurance, with an endorsement naming the County as an additional
insured, and with limits of not less than $1,000,000 per occurrence and $2,000,000
aggregate.
D. Professional malpractice insurance (i.e., errors and omissions insurance) in an amount
not less than $1,000,000.00 per occurrence.
The Consultant shall provide the County with certificates of insurance prior the issuance of Notice-
to-Proceed and thirty (30) days' written notice prior to cancellation, and registered as a corporate
surety in the most recent edition of Circular 570 of the United States Department of the Treasury.
Termination. The County or Consultant may terminate this Agreement by giving thirty (30) days'
written notice to the other party. The County shall pay in full for all work previously authorized and
performed prior to notice of termination. In the event of termination, the Consultant agrees to
cooperate reasonably with any other consultant thereafter retained by the County in making
available information developed as the result of work previously performed by the Consultant.
EXECUTIVE SUMMARY AND PROJECT DESCRIPTION
Bulloch County is requesting Statements of Qualification from GDOT-prequalified
engineering consulting firms to provide civil engineering and design services for facility
and access improvements at Fire Station 16, located off State Route 67 (Project CIP
FY27-ENGCP-002-5).
The selected firm will prepare a single, comprehensive construction plan set designed
for phased execution across three distinct components:
* Phase 1: Civil Engineering design within the GDOT ROW, including all technical
submittals required to secure the GDOT encroachment permit.
* Phase 2: Design of the site entrance, primary driveway, and approach tailored to
accommodate heavy Fire & EMS emergency response vehicles.
* Phase 3: Layout and ingress/egress design for employee parking facilities
located at the rear of the station.

Bulloch County seeks a firm with demonstrated expertise in municipal transportation
and site infrastructure projects, capable of delivering precise engineering
documentation, managing agency coordination, and providing technical guidance
throughout the permitting process.
GENERAL SCOPE OF SERVICES
The selected consultant shall deliver complete civil engineering design services for the
Fire Station 16 site access improvements. Responsibilities include designing a heavy-
vehicle entrance that strictly adheres to GDOT design standards, developing
appropriate roadway cross-sections, and providing requisite hydraulic/drainage design.
While construction will proceed in three logical phases, all work must be unified under a
single cohesive design package.
SPECIFIC SCOPE OF SERVICES
The consultant's responsibilities include, but are not limited to, the following tasks:
1. Design Plan Preparation & Civil Scope
* Develop detailed, comprehensive civil design plans for all three project phases
within a single, unified plan set.
* Perform geometric, site layout, and structural cross-section designs engineered
specifically to support heavy Fire & EMS vehicle loads.
* Conduct necessary hydraulic and hydrology calculations to design effective
stormwater drainage and site conveyance systems.
* Ensure all construction drawings strictly comply with local ordinances, state
specifications, and GDOT design standards.
2. GDOT GPAS Permitting & Regulatory Approvals
* Prepare, submit, and track all required documentation to obtain the GDOT
General Permit Approval System (GPAS) permit for work within the state right-of-
way.
* Develop and submit Erosion, Sedimentation, and Pollution Control Plans
(ESPCP) in accordance with GSWCC requirements.
* Serve as the primary liaison to address agency review comments, facilitate
revisions, and secure all necessary environmental and state access approvals.
3. Phased Deliverables & Technical Advisory
* Deliver formal construction packages tailored to the specific milestones of
Phases 1, 2, and 3 in a complete plan set in pdf and DWG format.
* Provide clear Engineers Opinion of probable construction cost for each distinct
phase in excel format using GDOT pay item identification for pay items.
