NOTICE OF INTENT SOLE SOURCE TO ENIWETOK GROUP LLC



NAVSUP Fleet Logistic Center San Diego-Seal Beach Detachment intends to award a sole source contract to order, to Eniwetok/Jack Exothermic to provide 80hrs wet welding & cutting training course covering safety, procedure, and real-world application. Ship Salvage, Harbor clearance, and Wreck Removal [battle damage] oftentimes require extensive underwater cutting and welding. […] Due to limited time and allocation, there is lack of realistic underwater cutting and welding training in the Navy’s diving schools. Students are given only the basics. [It is up to the] diving officers, master divers, and diving supervisors to establish or maintain existing training programs for underwater cutting and welding. Practice, practice, practice.” USN U/W Cutting & Welding Manual Rev1 29may2020. Eniwetok/Bauer Exothermic has been providing turnkey training solutions since 2018 for both DoD and Non-DoD personnel in areas of exothermic/oxyarc cutting and underwater wet welding IAW Association of Diving Contractors Intl., AWS D3.6, and USN NAVSEA U/W Cutting and Welding Manual.



The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).



Those capable of meeting the requirement IAW the SOW are requested to provide the following information in their response: 1) Current capability that demonstrates your company's ability to meet the above requirement, 2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number.



The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil.





The proposed contract action is Sole Source only. In accordance with FAR 5.102, the required justification documentation is attached (See Note 22).

This Notice of Intent is not a request for quotation.

No solicitation or RFQ will be forthcoming.

Interested parties may identify their interest and submit product information in response to this notice by 12pm 13 February 2025 PST via email to janet.nunez@navy.mil.

A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.



NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.

However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
