Dear Prospective Consultants:
The Las Gallinas Valley Sanitary District (District) is seeking Statements of Qualifications (SOQs)
from qualified firms in support of the District’s ongoing Capital Improvement Program. Through
this solicitation, the District intends to establish separate on-call agreements for three distinct
scopes of work: (1) engineering design services, (2) electrical engineering design services, and (3)
construction management and special inspection services. The District anticipates awarding one or
more agreements under each scope. The not-to-exceed amount payable under each agreement for
the contract term is as follows:
Engineering Design Services: $200,000
Electrical Engineering Design Services: $100,000
Construction Management and Special Inspection Services: $300,000
Firms may submit qualifications for one or more scopes of work. A firm pursuing more than one
scope must clearly identify each scope for which it wishes to be considered and address the
qualifications requirements for each scope. Awards for each scope will be made independently.
If you would like your firm to be considered, an electronic copy of your SOQ in PDF format must be
emailed to the attention of Jasmine Diaz at jdiaz@lgvsd.org cc: engineering@lgvsd.org with the
project name and scope(s) of interest as subject heading, no later than 2:00 PM on August 13,
2026. Contract awards for this RFQ are scheduled for September 3, 2026. Firms may call the
District Engineering Department at 415-472-1734 after submitting the SOQ to confirm receipt prior
to the deadline.
Please contact the Engineering Department via email if you have any questions related to the
contents and requirements of the RFQ. Questions received after the inquiry deadline of August 4,
2026 may not be addressed.

REQUEST FOR QUALIFICATIONS
ON-CALL ENGINEERING, CONSTRUCTION MANAGEMENT, AND INSPECTION SERVICES
1. BACKGROUND
Las Gallinas Valley Sanitary District (District) is located in the Las Gallinas Valley of Marin County,
California between central San Rafael and Novato. It was established in April 1954 under the
Sanitary District Act of 1923 and provides wastewater collection, treatment, and recycling to more
than 30,000 customers in the Santa Venetia, Terra Linda, San Rafael Meadows, Marinwood, Lucas
Valley, and other communities of San Rafael.
The District continues to implement a multi-year Capital Improvement Program to modernize and
upgrade aging infrastructure, safeguard public health, protect the environment, and comply with
increasing State and Federal regulatory requirements. Anticipated and ongoing capital projects
include, but are not limited to, new operations and laboratory facilities, pump station and trunk
sewer improvements, collection system rehabilitation, treatment plant equipment replacement,
electrical and control system upgrades, and recycled water system improvements.
2. OBJECTIVE
The objective of this RFQ is to identify and pre-qualify firms to provide on-call professional
services, on a task-order basis, in support of the delivery of the District's Capital Improvement
Program. The District seeks to establish agreements under the three scopes of work described in
Section 3 of this RFQ so that qualified consultant resources are readily available as individual
projects and tasks arise over the term of the agreements.
This is a qualifications-based solicitation. Firms will be selected on the basis of demonstrated
qualifications, experience, and ability to perform the services described. Fee schedules submitted
with the SOQ will be used only as the basis for negotiating the fee for individual task authorizations;
a total project fee is not requested at this time.
3. SCOPES OF SERVICES
The District intends to award separate agreements under the following scopes of work.
Representative services under each scope are listed below. The lists are illustrative and not
exhaustive; specific services will be defined in individual task authorizations. Collection system
hydraulic modeling and labor compliance monitoring services are provided under separate District
on-call agreements and are excluded from this solicitation.
Scope A Engineering Design Services (General)
Planning and engineering design services for the District's civil, mechanical, structural and process
needs, including but not limited to:
Preliminary engineering, planning studies, alternatives analyses, and feasibility and
condition assessments.

Civil, mechanical, structural, hydraulic, and process engineering design for treatment plant,
pump station, force main, gravity sewer, and recycled water facilities.
Preparation of construction plans, specifications, and estimates at appropriate design
milestones.
Facilitation of workshops with District staff at each design milestone.
Permitting support, environmental and regulatory coordination, and utility coordination.
Geotechnical, survey, and specialized subconsultant services as required.
Engineering services during bidding and construction, including review of submittals and
responses to RFIs related to the consultant’s design, and preparation of record drawings.
Scope B Electrical Engineering Design Services
Design and preparation of construction documents for electrical systems and improvements,
including but not limited to:
Design of power distribution systems, switchgear, motor control centers, panelboards, and
variable-frequency drives.
Design of standby/emergency power systems, including generators, automatic transfer
switches, and paralleling.
Lighting, grounding, lightning protection, raceway, and cable system design.
Electrical service and utility interconnection design and coordination.
Instrumentation and control system electrical/physical design (panels, wiring,
terminations).
Preparation of electrical plans, specifications, and estimates (PS&E), including supporting
calculations and studies.
Electrical engineering services during bidding and construction, including submittal review,
RFI response, and record drawings.
Scope C Construction Management and Special Inspection Services
Management, observation, inspection, and special inspection of the District's construction projects
from preconstruction through closeout, including but not limited to:
Construction management and owner's representative services, including coordination
among District staff, designers, contractors, regulators, and funding agencies.
Construction observation and inspection, including specialty inspection coordination and
materials testing oversight.
Submittal review and tracking, RFI management, and coordination of engineering support
during construction.
Cost estimating, change order review and negotiation, claims analysis, and payment
application review.
Schedule review, progress monitoring, and schedule/delay analysis.
Preconstruction services, constructability and bid-document review, bidding and
procurement support.

Daily reports, photo/video documentation, coordination with the District’s labor
compliance consultant, and funding/grant compliance documentation.
Commissioning coordination, startup support, project closeout, record documentation, and
warranty administration.
Coordination and performance of special inspections and materials testing required under
Chapter 17 of the California Building Code, including reinforced concrete, structural steel
and welding, high-strength bolting, masonry, soils and foundations, and post-installed
anchors, and maintenance of the statement of special inspections and associated inspection
records.
4. ON-CALL STRUCTURE, TERM, AND BUDGET
Services under each scope of work will be provided on an on-call basis pursuant to individual tasks,
which will be authorized as follows:
1. The District will prepare and issue a written task request describing the scope, schedule, and
deliverables for the specific task.
2. The consultant will submit a letter proposal describing its approach, staffing, schedule, and a
not-to-exceed (NTE) fee based on the billing rates in its approved fee schedule.
3. The District and the consultant will agree on the scope, schedule, and budget for the task.
4. The District will issue a written authorization to proceed in accordance with Section 5 of the
standard Agreement before any work begins.
5. The consultant will perform the authorized work and submit monthly invoices detailing labor,
other direct costs, and subconsultant charges.
6. The cumulative fee for all task authorizations shall not exceed the not-to-exceed amount for
the applicable scope of work for the contract term.
The not-to-exceed amount payable under each agreement for the contract term is as follows:
Engineering Design Services: $200,000
Electrical Engineering Design Services: $100,000
Construction Management and Special Inspection Services: $300,000
Each agreement will have an initial term of two (2) years, with an option to extend the agreement in
accordance with Section 12 of the Standard Agreement (one additional period of one (1) year).
5. STATEMENT OF QUALIFICATIONS REQUIREMENTS AND CONTENTS
Each SOQ shall be prepared in accordance with the following. Material submitted in addition to that
specifically required will not be reviewed. A firm submitting for more than one scope shall clearly
indicate each scope on the cover and shall address Relevant Project Experience, Key Personnel,
Resumes, and Fee Schedule separately for each scope pursued.
Cover Letter
Include the firm name, contact person, and a brief statement of interest identifying the scope(s) of
work for which the firm wishes to be considered and why the firm is a good fit.

Firm Overview
Describe the firm's history, size, office location(s), and core areas of expertise relevant to the
scope(s) pursued.
Relevant Project Experience
Submit at least three (3) reference projects for each scope pursued, each with the client name and
contact information, scope, dollar value, dates, and the firm's role.
Key Personnel
Provide an organizational chart for the proposed consultant team and identify proposed
subconsultants, if any, for each scope pursued.
Resumes
Provide resumes for the key staff proposed for the work.
Fee Schedule
Provide a fee schedule listing hourly billing rates by staff classification and a schedule of other
direct costs and any subconsultant markups. The fee schedule will serve as the basis for negotiating
individual task proposals.
Maximum Number of Pages
Ten (10) single-sided pages per scope of work pursued, excluding resumes and the fee schedule.
The fee schedule may be provided on a separate 11-by-17-inch sheet.
6. CONSULTANT SELECTION PROCESS
If deemed necessary, the District may invite up to three (3) firms per scope for oral interviews. The
criteria used in evaluating SOQs include, but are not limited to, the following:
Knowledge and understanding of the project requirements and District needs.
Approach to performing services on an on-call, task basis.
Experience with the relevant scope of work.
Responsiveness and ability to perform tasks within the schedules established in individual
task authorizations.
Commitment of key personnel and their experience.
