Project Description: INVITATION TO BID
OWNER: East Cocalico Township, 100 Hill Road, Denver PA 17517
ENGINEER: Technicon Enterprises Inc. II, 200 Bethlehem Drive, Suite 201, Morgantown, PA 19543
East Cocalico Township will receive bids for the Edie Drive Storm Sewer Project. Bids may be submitted and updated online until 11:00 AM prevailing time, Tuesday, March 24, 2026. At that time, the bid results will be made available online. All documents and solicitation details are available at any time at PennBid (https://pennbid.bonfirehub.com).
The project consists of, but not necessarily limited to, removal and existing pipe and curbing, installation of two 2’ x 6’ inlet boxes and 48 LF of 42” RCP Class III pipe, curb and pavement restoration and other work described in the contract.
Only those questions submitted online via PennBID shall be considered. Questions received after 4:00 PM, Friday, March 20, 2026, regarding the project will not be acknowledged.
A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
The successful Bidder shall be required to furnish performance and payment bonds in the amount of 100% of the Contract Price. The successful Bidder shall complete the project by July 17, 2026. Notice of award is anticipated on April 2, 2026 and notice to proceed by April 23, 2026.
This Contract is subject to the following: the Pennsylvania Prevailing Wage Act conditions; the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; the Pennsylvania Human Relations Act 222 Condition; the PA Workman’s Compensation Act, requirement of a anti-collusion affidavit; the non-discrimination in Employment/Contract Compliance Regulations Conditions; the Omnibus Transportation Employee Testing Act of 1991, and the Public Works Employment Verification Act.
East Cocalico Township Board of Supervisors reserves the right to accept or reject any or all Bids. The Township may waive technical defects if, in its judgment, the best interests of the Township shall so require.
