Traffic Regulator General Specifications
Intent
The purpose of these specifications is to describe a vehicle-mounted enhanced lightbar that is
capable of traffic control full matrix dynamic message sign (DMS). Such signs may also be referred
to as Variable Message Signs, Changeable Message Signs, Electronic Signs and Active Signs. The
DMS shall allow mounting to a vehicle in a variety of attachment configurations. The DMS shall allow
operation while moving at freeway speeds or while parked. The unit shall be operated from the 12
VDC vehicle electrical system.
DMS Operation
The DMS shall be capable of displaying character or graphics information. The DMS shall be
controlled through any device that can connect to the sign controllers' local WiFi network. The
system shall be capable of 99 predefined messages including messages that will provide arrows and
chevrons. The standard font shall be 7 pixels wide by 12 pixels high and double stroked and capable
of 7 pixels wide by 5 pixels high.
Equipment Components
DMS Display Modules
The DMS shall be made up of display modules which shall contain four (4) LEDs per pixel and pixel
spacing of 44mm". The modules shall be of an environmentally sealed weatherproof design with a
rectangular configuration of 12 pixels by 8 pixels. The pixel design shall provide for a 30-degree wide
viewing angle. The body of the module shall be composed of UV-inhibited, high impact, ABS thermo
plastic material and be environmentally sealed against contaminants. The display modules shall
operate in a temperature range of -34 degreesC to 74 degreesC without environmental controls such as heating and
air conditioning. The display modules shall be capable of withstanding harsh vibration and
environmental conditions as set forth by NEMA TS 4. The display modules shall have an IP64
certification for dust and water protection under the International Standard IEC 60529 Edition 2.1.
The display modules shall be replaceable within approximately five minutes using simple hand tool,
which shall be provided with each sign. The display modules shall be fully interchangeable with no
addressing, dip switch settings or other adjustments.

DMS Sign Panel
The DMS shall be a full matrix. The DMS shall withstand harsh environments without the need of a
sealed sign case for component protection and environmental controls. The DMS shall minimize
energy consumption and environmental impact by not requiring air conditioning, heaters or constant
fan driven air circulation. The DMS shall be supported by a 1" x 3" aluminum frame channel. The
frame shall be heliarc welded. A DMS back panel shall be .063 aluminum sheet and be welded to the
frame. The aluminum frame and back shall be chromate etched and finished with a coat of non-
reflective flat black enamel paint. The DMS size will vary depending on the number of pixels on the
DMS. The Traffic regulator shall weigh no more than 140#.

Communications and Power Cabling
The design shall use a weatherproof main bus with positive lock connectors for the transfer of power
and communications to the display modules. Sign Controller (Sign Dial)Each vehicle mount DMS
shall be controlled by a wired controller that also allows a local area Wi-Fi connection. Cellular data
shall not be required to operate and control the DMS. The sign controller shall provide all the control
necessary for sign applications and raising and lowering the sign. Sign applications include the ability
to run single and multiple page messages. A separate control box for powering on and off and
deploying and stowing the sign shall not be required. The controller shall have the ability to turn on
and off auxiliary work or strobe lights that are connected to the vehicle. The sign controller shall have
communication and control of a sign through its WiFi network. The following devices may be
connected to the Wi-Fi network:
a) Cellular Telephone locally through wifi
b) Tablet

c) Laptop or desktop PC
The sign controller shall provide necessary non-volatile memory for storing a minimum of 99
message sequences. The sign controller shall feature a photocell to control the brightness of the
DMS. The DMS shall be regulated from 1% to 100% in a minimum of 10 steps. The sign controller shall
control the default message options when the sign is turned on or power is restored. The options
shall include:
* Sign shall turn on blank.
* Sign shall resume the previously displayed sequence.
* Sign shall display a preset sequence.
* Set up sign parameters.
* Customizing the message quick keys
* Allow the user to select stored sequences to display on the sign.
* Use the sign as an arrow board.
* Troubleshoot sign components.
* Provide a preview of the message before displaying on sign.
* Select and run alphanumeric message sequences from a stored library.
* Edit sign parameters such as flash rate and on and off times.
* Provide viewing of a sequence name before displaying it on the sign.
Sign Panel and Power Tilt Assembly
If designated, a 12-volt DC power tilt unit shall be incorporated into the sign
panel mounting frame to provide a method to remotely move the sign panel between the horizontal
(stow) position and vertical (deployed) position. The power tilt unit shall consist of a 12-volt DC, linear
actuator(s), 250-pound capacity, equipped with automatic reset thermal overload and ball detent

overload clutches. The actuator control function shall be incorporated into the DMS controller for
operation of the power tilt from user's interface device.
Sign Surround strobe lights
16 strobe lights shall be on the leading edge of the 3" boarder of the sign to provide a 360-degree
lightbar when in the stowed position. 2 additional lights shall be on the bottom of the bar to provide
strobes for oncoming traffic when the sign is deployed. Each strobe light shall be surface mounted
with 2 fasteners, and 6 LEDS that are fully sealed. Each strobe light shall be harnessed together with
power and shall flash in uniform and be capable of displaying at least 12 different patterns.
DMS Vehicle Mount
The vehicle mount frame shall be constructed of 4" x 2" 11-gauge welded steel tube. Several
configurations shall be available including headache rack, truck bed Vehicle Mount 2023 ADDCO 6
floor or bed rail mount.
User Interface Device
A user interface device shall be included by the manufacturer. The type of the device supplied will be
Dial Control capable of Rotate, Tap and Swipe options. Minimum display screen size of 1.25".
Manufacturer Requirements
The manufacturer shall have a minimum of 10 years' experience manufacturing DMS in the
transportation industry. A copy of the manufacturer's Corporate Quality Manual shall be available on
request or as part of a technical submittal.
