Project Description: Williamsport Municipal Water Authority (Owner) is requesting Bids for the construction of the following Project:
Fiscal Year 2026 Water Main Replacement
Contract 2026-01: General Construction
Bids for the construction of the Project will be received until April 2, 2026 at 1:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Installation of approximately 13,660 feet of 8-inch through 24-inch ductile iron water main at various locations in the City of Williamsport and Loyalsock Township. Sealed bids shall be accepted online via PennBid program.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
For Bidders without access to PennBid, Bidding Documents can be purchased for a cost of $225 through HRG. Prospective Bidders may examine Bidding Documents at HRG, 776 Bull Run Crossing, Suite 200, Lewisburg, PA 17837, by scheduled appointment. Acceptance of hard-copy Bids will be accommodated in accordance with the Instructions to Bidders.
Instructions to Bidders
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBid in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Statutory Requirements
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 141 of 2022 , known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
The Owner reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Owner, and to reject any or all proposals.
