Project Description: Lehigh County Authority (Owner) will receive sealed bids for the rehabilitation of sanitary sewer manholes in the City of Allentown.
Sealed Bids will be received by OWNER via the PennBid
electronic bidding service until 10:00 a.m., prevailing time, Friday, April 3rd, 2026, at which time they will be publicly opened on PennBid.
All Bidding Documents are available at no cost at PennBid (www.PennBid.net). Successful bidders may have certain fees assessed by PennBid, which relationship and responsibilities are outside of this contract. After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders.
All inquiries about the Bidding Documents shall be made through the PennBid site.
A mandatory pre-bid conference will be held at 10:00 A.M., prevailing time, Wednesday, March 18th, 2026, virtually via MS Teams meeting for pre-registered attendees. Contact Jim Shelton at James.Shelton@Arcadis.com to be invited to this conference.
Attendance at the pre-bid conference is mandatory. Bids from parties not present at the pre-bid conference will not be accepted.
Questions from Bidders present at the pre-bid conference will be accepted until 11:59 P.M., prevailing time, on Friday, March 27th, 2026. Questions shall be submitted to the Engineer online via PennBid (see Instructions to Bidders for more detail).
It is a requirement of this Contract that Bidder shall have certain minimum experience requirements both as a firm and for their construction foreman for specific construction tasks, as described in the technical specifications, especially in 33 01 30.81- Manhole Rehabilitation.
Each Bid must be accompanied by Bid security made jointly payable to the Owners in the form of a Bid bond (in the required form), or certified check, for ten percent of the Bid total.
After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders.
Bids shall remain open for a period of sixty days from the date of Bid opening unless award is delayed by a required approval from a governmental agency, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. See Instructions to Bidders for other provisions on the time available for acceptance of Bids.
The Contract will be subject to the prevailing minimum wage determination established by the Department of Labor and Industry of the Commonwealth of Pennsylvania.
The OWNER hereby reserves the right, which is understood and agreed to by all Bidders, to reject any or all Bids and to waive any omissions, errors, or irregularities in any Bid.
