SECTION I
Statement of Qualifications
SOQ - 26-0112-2
PRESIDENT STREET GRADE SEPARATION
I. General Project Information:
Overview:
Chatham County is soliciting Statements of Qualifications (SOQs) from qualified consulting firms to
provide engineering design services for the President Street Grade Separation Project.
The project consists of the design of a grade-separated crossing carrying East President Street over Bilbo
Canal and the CSX Railroad between East Boundary Street and Truman Parkway within the City of
Savannah. The project also includes widening East President Street east of the railroad crossing,
reconstruction of the Truman Parkway interchange into a single signalized Green-T intersection, and
associated roadway, drainage, utility, multimodal, and traffic operational improvements.
A Railroad Crossing Elimination Study completed in March 2025 identified the preferred concept for the
project. The study is available on the Chatham County website and will serve as the basis for design
development.
The project is anticipated to utilize State and Federal transportation funding. Accordingly, the selected
consultant and all subconsultants shall be prequalified with the Georgia Department of Transportation
(GDOT), and all project development shall be performed in accordance with the current GDOT Plan
Development Process (PDP), Plan Presentation Guide (PPG), Electronic Data Guidelines (EDG), Bridge
Manual, applicable FHWA requirements, and all other applicable State and Federal standards.
The project will be administered by Chatham County with participation from the City of Savannah and
will require extensive coordination with GDOT, CSX Transportation, Watco, local industries, utility
owners, regulatory agencies, and other project stakeholders.
This will be a multiphase, project-specific contract.
II. Scope of Services:
The selected consultant shall provide all professional engineering, environmental, surveying, permitting,
utility coordination, and project management services necessary to develop the project through final
construction plans and right-of-way acquisition documents in accordance with the GDOT Plan
Development Process.
The anticipated services include, but are not limited to, the following:
Phase I - Concept Development and Environmental Documentation:
* Review and refine the preferred concept identified in the Railroad Crossing Elimination Study.
* Perform required surveying, establish survey control, and prepare survey databases.
* Prepare the Concept Report and supporting engineering analyses for GDOT approval.
* Develop preliminary cost estimates and project schedules.
* Conduct stakeholder coordination and public involvement activities, including preparation for Public
Information Open Houses, if required.
* Develop Value Engineering study as project estimates exceed GDOTs threshold.
Phase II - Preliminary Engineering:
Develop preliminary roadway, bridge, and drainage plans consistent with GDOT requirements, including:
* Develop Construction plans for required improvements identified in Phase 1. Plans to include
drainage, utility coordination, erosion and sediment control, MS4, signing, pavement marking, and
lighting plans (including cross-sections, typical sections and profiles)
* Preliminary bridge design for the grade separation structure and associated Bridge Office
coordination.
* Complete Streets features, including sidewalks, shared-use facilities, pedestrian accommodations,
bicycle accommodations, and ADA-compliant facilities.
* Railroad coordination
* Utility coordination and utility relocation support.
* Erosion, sedimentation, and post-construction stormwater management.
* Preliminary right-of-way and easement plans.
* Preparation of design exceptions or design variances, if required.
* Preparation for and participation in Preliminary Field Plan Review (PFPR), including response to
review comments.
* Prepare environmental documents for approval.
Phase III - Right-of-Way Plans:
* Prepare right-of-way plans in accordance with GDOT requirements.
* Prepare legal descriptions, plats, deed exhibits, and staking information.
* Perform right-of-way staking and revisions as necessary.
* Support Chatham County during the right-of-way acquisition process by preparing plan revisions
resulting from negotiations or design modifications.
* Contract to include Right-of-Way acquisition services

* Resolution of review comments and preparation of final bid-ready plans and electronic deliverables
in accordance with GDOT requirements.
* Preparation of revisions, amendments, or construction support revisions as required prior to
advertisement.
III. Railroad Coordination:
Because the project involves a grade separation over an active railroad corridor, the consultant shall
coordinate design development with CSX Transportation, Watco, railroad representatives, and other
affected stakeholders. Coordination shall include development of agreements, review of railroad
requirements, accommodation of railroad operational needs, and incorporation of railroad comments into
the design.
IV. Public and Stakeholder Coordination:
The consultant shall provide ongoing coordination with Chatham County, the City of Savannah,
GDOT, FHWA, utility owners, railroad representatives, adjacent industries, regulatory agencies, and
the public throughout project development. Meeting attendance, presentation materials, and meeting

complete right-of-way acquisition, utility relocation, and construction.
The selected consultant shall have the capability to provide grant support services, if authorized by
Chatham County, including assistance with the identification of applicable State and Federal funding

selected consultant may be requested to provide or assist with right-of-way acquisition services in
accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform
Act), applicable FHWA requirements, and GDOT policies.
Optional services may include appraisal coordination, appraisal review, acquisition support, relocation
assistance, property owner coordination, preparation of acquisition documents, and other services
necessary to facilitate right-of-way acquisition. These services shall be performed only upon written
authorization by Chatham County and may be negotiated as an additional service under the contract.
