River Oak Apartments – Phase III Exterior Renovations

Project Description: Reading Housing Authority (RHA) will receive sealed bids for the River Oak Apartments – Phase III Exterior Renovations Project until 11:00 A.M. on Tuesday, April 14th, 2026 on www.pennbid.net at which time all bids will be publicly opened on www.pennbid.net. Bids received after this time will not be considered. Bids shall be submitted on the basis of a stipulated sum. The Owner also reserves the right to reject any and/or all bids for any reason or reasons whatsoever.
The Project consists of exterior and interior improvements to a total of six (6) existing apartment buildings and one (1) maintenance building within River Oak Apartments development. The exterior improvements include roof patch, dormer construction, siding, windows, doors, trim, minor electrical adjustments required to facilitate the work, parge coating, and handrails. Interior improvements include limited partition construction, doors, and finishes.
On Thursday, March 26th 2026 , at 10:00 A.M., RHA will conduct a pre-bid conference at the Reading Housing Authority, 400 Hancock Blvd, Reading, PA, 19611. All interested bidders are encouraged to attend the pre-bid conference and schedule a site visit.
Copies of bidding documents are available to qualified contractors at pennbid.net. Questions about technical specifications can be asked on pennbid.net. Questions about HUD forms, bid forms, etc. or pennbid.net can be emailed to, at contracts@readingha.org. All requests for information are to be submitted in writing before 11:00AM on Thursday, April 2nd, 2026.
