This is a sources sought notice for information and planning purposes and shall not be construed as an obligation on the part of VA. The purpose of this sources sought is to identify qualified businesses, including Service-Disabled Veteran-owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), small disadvantaged businesses (SDB), Women-owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Small Business, and small business concerns that are interested in and capable of performing the work described herein. The NAICS code is 541330, and the corresponding size standard is $25.5 Million. Your responses to the sources sought will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The San Francisco VA Medical Center has a requirement to hire an Architectural Firm to provide design services for the renovation of 13,750 Square Feet of space currently comprised of Outpatient Mental Health, Physical and Occupational Therapy, and VA Police Service located on the ground floor of A-wing of Building 203. The VA expects that the A/E will provide sufficient design services to fully meet the budget with fees in accordance with the Brooks Act. An initial 2-day design charrette will be required to generate block diagrams in conjunction with stakeholders. This is to occur after document review and initial test fits and be scheduled approximately 60 days in advance. The VA will require two Schematic Design deliverables (35% and 65%), the first of which will be primarily comprised of results of investigation to inform course of action. One Design Development Deliverable (95%) and one Construction Document Deliverable (100% followed by stamped finals incorporating any revisions) will be required. Interested firms fitting one or more of these Socio-economic categories should send their information by email to alex.arter@va.gov no later than 3:00 PM Pacific Standard Time, August 5, 2026. The following information is requested in response to this notice: (1) Type of socio-economic category (e.g. SDVOSB, Small Business, etc.), if firm is a SDVOSB or VOSB, evidence of verification in VetBiz as a SDVOSB or VOSB (SDVOSB and VOSB firms must be verified on SAM and SBA VetCert); (2) A positive statement of your intention to submit a proposal in response to a solicitation for this project; (3) Evidence of your firm s experience in A/E services for for hospital renovations (please provide contract descriptions and contract dollar amounts); (4) Evidence of your firm s ability to design and administer projects within a complex, active healthcare environment with stringent seismic requirements in San Francisco, California (please provide contract descriptions and contract dollar amounts); (5) Evidence that your firm can respond to and be on site at the San Francisco VA Health Care System within a 500-mile window. All information must be submitted in sufficient detail for a decision to be made on the availability of interested firms fitting in one or more socio-economic categories. If adequate interest is not received, this action will not be set aside for SDVOSB, VOSB, WOSB, HUBZone, 8(a) small business, or small business firms.
