INVITATION TO SUBMIT PROPOSALS

The Town of Plainfield, Connecticut, invites sealed proposals from qualified firearms

vendors to furnish and deliver twenty-five (25) complete Enhanced Patrol Rifle Packages

for the Plainfield Police Department. Each package shall include the specified rifle, optic,

sling, weapon-mounted light, storage bag, accessories, professional installation,

inspection, and service-ready preparation.

Sealed proposals must be received by the Finance Department at Plainfield Town Hall, 8

Community Avenue, Plainfield, Connecticut 06374, no later than 12:00 P.M. on

Thursday, August 27, 2026. Proposals received after the deadline will not be considered

and will be returned unopened. Proposals will be publicly opened and read at that time.

Following the proposal opening, proposals shall remain valid and may not be withdrawn

for a period of sixty (60) calendar days.

The Town of Plainfield reserves the right to reject any or all proposals, in whole or in

part; waive minor informalities or technical defects; request clarification from any

proposer; and make an award determined to be in the best interest of the Town. The

Town also reserves the right to modify quantities based on available funding and to

extend an awarded contract by mutual written agreement.

All proposers and proposed products must comply with applicable federal laws and

regulations, State of Connecticut laws and regulations, and Town of Plainfield ordinances

and requirements.

STANDARD INSTRUCTIONS FOR BIDDERS

1. Sealed proposals must be received by the Director of Finance at the location, date,

and time stated in this RFP. Proposals received after the deadline will not be

considered and will be returned unopened. The proposer is solely responsible for

ensuring timely delivery.

2. The proposal shall be submitted in a sealed envelope or package. The proposer’s

name and return address shall appear in the upper-left corner. The following shall

be clearly displayed on the exterior:

3. Proposals will be opened publicly at the date and time stated in this RFP.

Proposers may attend or be represented at the opening. Proposal documents shall

become public records to the extent required by the Connecticut Freedom of

Information Act and other applicable law.

4. The Town of Plainfield is exempt from any sale, excise or federal taxes. Proposal

prices must be exclusive of taxes and will be so construed.

5. The Town reserves the right to reject any or all proposals, in whole or in part;

waive minor informalities or technical defects; request additional information or

clarification; verify information submitted by a proposer; and make the award

determined to be in the Town’s best interest.

6. Proposers are responsible for reviewing and understanding all instructions,

specifications, terms, conditions, and attachments contained in this RFP. Failure to

review or understand the requirements shall not relieve the awarded proposer of

its obligation to provide all products and services required by the RFP.

7. By submitting a proposal, the proposer certifies that it has read, understands, and

will comply with the Town of Plainfield’s applicable affirmative-action, equal-

employment-opportunity, purchasing, and contracting requirements. The proposer

agrees to cooperate with any reasonable Town review of such compliance.

8. In case of an error in the extension or addition of prices, the unit price will

govern. The Town will not be subject to any price increases after a bid award,

unless it was part of the original bid terms.

9. The Town reserves the right to increase or decrease the quantity of rifle packages

based on available funding and departmental needs. Any additional or reduced

quantity shall be priced using the unit price stated in the awarded proposal, unless

otherwise agreed to in writing by the Town.

10. Award of the contract shall be made to the responsive and responsible proposer

whose proposal is determined to provide the best overall value and to be in the

best interest of the Town. Evaluation factors may include price, compliance with

specifications, product quality, compatibility and standardization with existing

departmental equipment, delivery time, warranty coverage, past performance,

references, financial responsibility, technical qualifications, licensing, National

Firearms Act transfer capabilities, and armorer or gunsmith qualifications. The

Town is not obligated to award the contract solely on the basis of the lowest

proposed price.

11. The proposer shall identify every exception, deviation, condition, or qualification

to the RFP in a separate section titled “Exceptions and Deviations.” Each

exception shall reference the applicable RFP section and provide a complete

explanation. Statements such as “see attached literature” shall not be accepted as a

substitute for a specific response. Failure to identify an exception may be

interpreted as the proposer’s full compliance with the RFP.

12. The manufacturers, brands, models, and product descriptions identified in this

RFP have been selected to satisfy the Plainfield Police Department’s operational,

compatibility, training, maintenance, and equipment-standardization

requirements. Substitutions, alternate products, or proposed equivalents will not

be accepted unless the Town expressly authorizes alternatives through a written

addendum issued before the proposal deadline. Any unauthorized substitution

may cause the proposal to be determined nonresponsive.

13. Proposals submitted in response to this RFP shall become public records and may

be subject to disclosure under the Connecticut Freedom of Information Act and

other applicable laws. A proposer claiming that specific information is

proprietary, confidential, or exempt from disclosure shall clearly mark each

applicable page and provide the legal basis supporting the claimed exemption.

Marking the entire proposal confidential will not be accepted. The Town does not

guarantee that information identified as confidential or proprietary will be

withheld from disclosure. The Town shall determine whether information must be

disclosed in accordance with applicable law.

14. All questions concerning this RFP shall be submitted to Deputy Chief William

Wolfburg at w.wolfburg@plainfieldctpolice.com. Procedural and clarification

questions will be answered appropriately. Any interpretation, clarification,

correction, or change affecting the RFP requirements will be issued in a written

addendum and made available to all known proposers.

15. The awarded proposer shall possess and maintain all licenses, registrations,

authorizations, and approvals necessary to sell, transfer, install accessories on, and

deliver the specified firearms and equipment. The proposer shall provide the

following when requested:

• A copy of its current Federal Firearms License;

• Evidence that it is authorized to conduct business in the State of

Connecticut; and

• Documentation of the qualifications or certifications of the gunsmith or

armorer who will perform or supervise the installation work. All licenses

and authorizations must remain valid through final delivery and

acceptance by the Town.

16. Substitutions, alternate products, and proposed equivalents will not be considered

unless expressly authorized by a written addendum issued by the Town before the

proposal deadline.

17. Proposal prices shall include all packing, insurance, transportation, transfer

processing, and delivery charges. The awarded proposer shall retain responsibility

for all products until delivery, inspection, and acceptance by the Town. Delivery

shall be coordinated in advance with an authorized representative of the Plainfield

18. By submitting a proposal, the proposer certifies that its proposal was prepared

independently and without collusion, consultation, communication, or agreement

with any other proposer or competitor concerning pricing, the intent to submit a

proposal, or any other aspect of the procurement. The proposer further certifies

that the proposal is fair, genuine, and not submitted in the interest of or on behalf

of any undisclosed person or entity.

19. The Town will not award a contract to a proposer that owes delinquent taxes, fees,

assessments, or other financial obligations to the Town of Plainfield. By signing

the proposal form, the proposer certifies that neither the proposer nor any business

entity in which the proposer has a controlling interest is delinquent in any

financial obligation owed to the Town. The Town reserves the right to verify

compliance before making an award.

20. The proposer shall provide evidence that it is properly registered and in good

standing with the Connecticut Secretary of the State, when such registration is

required. An out-of-state proposer shall provide documentation demonstrating

that it is authorized to conduct business in Connecticut or shall obtain such

authorization before contract execution.

21. The awarded proposer shall coordinate and complete all applicable federal and

state documentation required to lawfully transfer the firearms to the Plainfield

Police Department. No firearm shall be delivered until all required transfer

approvals have been obtained.
