Summary

The City of Sugar Land is requesting Statements of Qualifications from Respondents that can demonstrate the resources, experience, and qualifications necessary to provide professional engineering and related services for sanitary sewer collection system rehabilitation, lift station rehabilitation, and other associated wastewater infrastructure improvements.

The City’s ongoing wastewater infrastructure programs have identified collection system and lift station assets that may require evaluation, rehabilitation, replacement, or other improvements. Projects may arise from previous studies, inspections, operational needs, regulatory requirements, capital improvement planning, or conditions identified by the City. The selected Respondent or Respondents may provide services for current and future projects of a similar nature.

Services may include planning, investigation, condition assessment, surveying, engineering analysis, design, permitting, bidding assistance, construction administration, construction-phase services, program support, and other related professional services necessary to evaluate and implement wastewater infrastructure improvements.

Only Respondents submitting a response to this RFQ and meeting the qualifications established through the evaluation process will be considered. Respondents may submit qualifications for one or more types of projects or services described in this RFQ. Only one Statement of Qualifications shall be submitted by each Respondent or Respondent team. Multiple submissions from the same Respondent or Respondent team may be considered non-responsive.



Background

The City of Sugar Land is home to 111,026 residents according to the 2020 U.S. Census. The City values its rich history while continuing to plan for the future and provide high-quality services to residents, businesses, and employees. According to the City’s most recent Citizen Satisfaction Survey, 95 percent of residents reported that they enjoy living in Sugar Land, and 10 percent indicated that nothing would improve their quality of life.

Sugar Land has a highly educated and globally diverse population. Nearly 60 percent of residents age 25 and older hold at least a bachelor’s degree, and more than 500,000 college graduates live within 30 minutes of the City. Sugar Land is also one of the most affluent and diverse communities in Texas, with a median household income of $123,261 in 2020. No single racial or ethnic group represents a majority of the City’s population.

Located approximately 20 minutes from downtown Houston, Sugar Land offers a variety of recreational, cultural, and entertainment destinations, including a professional baseball park, museums, the Smart Financial Centre at Sugar Land, 27 City parks, and more than 20 miles of hiking and biking trails. Sugar Land is consistently recognized as one of the leading suburban communities in the Houston region.

The City owns and operates wastewater collection and conveyance infrastructure that includes gravity sewer pipelines, manholes, lift stations, force mains, and related facilities. Through its ongoing wastewater infrastructure programs, the City evaluates system condition, operational needs, capacity, reliability, and opportunities for rehabilitation or improvement.

Potential projects may include sanitary sewer collection system rehabilitation, lift station rehabilitation, replacement or improvement of wastewater infrastructure, and related planning, evaluation, design, and construction-phase services. Projects may result from previous studies, inspections, maintenance records, operational needs, regulatory requirements, capital planning, or conditions identified by the City.

The City may retain one or more qualified firms to assist with current and future wastewater infrastructure projects. The specific scope, schedule, deliverables, and required services will be established for each assignment based on the City’s needs.

Respondents are not expected to have specific prior knowledge of the City’s wastewater system. Respondents should demonstrate relevant experience with wastewater collection and conveyance infrastructure projects of similar size and complexity, including the ability to evaluate project needs, develop appropriate recommendations, prepare design and construction documents, and provide related professional services.
