Summit County Government (“County”) is soliciting proposals from qualified firms (“Proponents”) to provide a modern, unified, cloud-based Enterprise Resource Planning (ERP) software solution covering financial management, budgeting and planning, procurement, human capital management (HCM), payroll, and talent management. This RFP is for software subscriptions only; implementation services will be procured separately by the County.

The County currently operates its core finance, procurement, human resources, and payroll functions on aging, disparate systems that limit automation, reporting, and employee self-service. Through this Request for Proposals (“RFP”), the County intends to replace its incumbent enterprise systems with a single integrated software solution, with subscription services commencing October 1, 2026 and final go-live gated by County confirmation of project readiness.

1. Overview
Summit County Government (“County”) is soliciting proposals from qualified firms (“Proponents”) to
provide a modern, unified, cloud-based Enterprise Resource Planning (ERP) software solution covering
financial management, budgeting and planning, procurement, human capital management (HCM),
payroll, and talent management. This RFP is for software subscriptions only; implementation services

Public notice of this RFP will be published once in the authorized County newspaper on Wednesday,
August 5, 2026, in accordance with the Summit County Purchasing Policy (I.B.3.d). The published notice
states the date, time, and location of the public proposal opening.
2. Background
Summit County is a Colorado county government serving residents, businesses, and visitors through
general government, public safety, public health, transportation, and community services. The County
employs approximately 500 regular employees, with additional seasonal and temporary workers.
The County’s objectives for this initiative include:
A single system of record for finance, budget, procurement, HR, and payroll, eliminating duplicate
data entry and reconciliation between systems.
Government-grade fund accounting with ACFR-aligned reporting and stronger grants and project
cost accountability.
Position-based budgeting connected directly to HR and payroll data, and a modern, transparent
budget development process.
Streamlined procure-to-pay with electronic workflows and approvals.
Employee and manager self-service, mobile access, and reduced paper-based processes.
A continuously updated cloud service that eliminates on-premises infrastructure and version
upgrades.
3. Scope
The selected Proponent shall furnish the software subscriptions necessary to support the functional
scope described below, together with standard product documentation, administrator training
resources, and ongoing product support included in the subscription. Deployment and implementation
services are not part of this solicitation and will be contracted separately by the County; the Proponent’s

software, provisioning, and enablement resources must support the timeline in Section 4. The
subscription shall be provided as set forth in a contract to be negotiated with the County based upon
the Proponent’s written proposal.
3.1 Functional Scope Core (Required)
A. Financial Management
General ledger with multi-fund, multi-year accounting and a configurable chart of accounts
supporting GAAP and GASB requirements.
Accounts payable, accounts receivable, fixed assets, and general billing.
Purchasing card transaction import, allocation to the chart of accounts, and reconciliation.
Cash management and bank reconciliation, including pooled cash and investment reporting.
ACFR-aligned financial reporting, dashboards, and self-service report writing.
Grant tracking at a summary level using project structures, with budget and spend control and
reporting aligned to the federal Uniform Guidance (2 CFR 200).
Projects and project cost tracking, including capital projects.
B. Budgeting & Planning
Operating budget development, submission, review, and adoption workflows with budget control
against actuals in real time.
Personnel and position budgeting driven by live HR position and compensation data.
Capital improvement plan (CIP) and multi-year capital planning.
Digital budget book preparation and publication.
Debt service and treasury modeling.
Workforce and operational planning with scenario modeling.
C. Procurement & Contracts
Guided buying, requisitions, purchase order lifecycle, receiving, and three-way match.
Supplier registration and management, including insurance certificate tracking and federal
exclusion list screening.
Supplier catalogs and punchout to common suppliers, and purchasing through cooperative
contracts and state price agreements.
Purchasing card program administration, including card issuance, spending limits, and merchant
category controls.
Contract records sufficient to support procure-to-pay: counterparty, term, and not-to-exceed value
tracked against actual spend and encumbrances; advance notification of renewal and expiration;
and a searchable repository of executed documents.
Electronic signature for contracts and offers, with completion certificate and audit trail.
D. HRIS & Payroll

Single worker record with position control and organization management, including independently
elected offices maintained as distinct units with their own security and approval authority.
Labor relations support, including bargaining unit and employee group assignment and seniority
tracking.
In-house payroll processing for U.S. employees, including tax calculation and filing support,
Colorado PERA reporting, and direct-deposit (NACHA) file generation.
Time tracking with mobile time entry and configurable overtime rules, including alternative FLSA
work periods for continuous, around-the-clock operations.
Workforce scheduling for continuous, around-the-clock operations, including shift bidding and
rotation management.
Absence and leave management, including FMLA workflows and Colorado statutory leave.
Benefits administration with open enrollment, life events, and carrier EDI and file integrations,
including wellbeing and employee assistance programs delivered through general benefits
integrations.
Compensation management, including structures, grades, steps, and merit processes.
Onboarding of new hires within the HRIS, including task checklists, document collection and
acknowledgement, and provisioning requests.
Employee and manager self-service with digital forms, including self-service for employees without
a County email address or assigned workstation.
HR forms and incident records, including workplace injury and illness reporting and occupational
safety and workers’ compensation reporting.
E. Talent Acquisition & Development
Basic recruitment tracking from requisition through offer, with the ability to accept applicant-to-
hire data from an external talent acquisition system where the County retains one.
Performance management.
Learning management, including compliance training assignment and tracking.
3.2 Additional Modules
This RFP is not intended to limit the solution to the functional scope above. Proponents may propose
additional modules that would benefit the County.
Any additional module must be identified and priced separately as an optional line item on the
Subscription Quote tab of the SRSS. The County may award all, some, or none of the proposed
additional modules. Where requirements relating to an additional module appear on the Feature Items
tab of the SRSS, their presence does not place the module in required scope, and pricing for it must still
be presented as optional.
3.3 Technical & General Requirements
True multi-tenant, cloud-based (SaaS) solution; no County-hosted infrastructure.
Annual SOC 1 Type II and SOC 2 Type II audits, or equivalent, with reports available to the County.
